One in seven working‑age adults identifies as having a disability in OECD countries. Many of them are excluded from meaningful work and have low levels of income and social engagement. Becoming sick or disabled often leads people to leave the labour market even if they still can and want to work. Governments can help create an environment that supports a return‑to‑work for such people. This report reviews the Slovenian sickness and disability system and proposes recommendations to promote the employment of people with disability. Frequent long-term sickness absences are a growing issue in Slovenia, in part due to the design of the sickness insurance programme: workers falling ill get relatively high payments, for an unlimited time, with no activation or return-to-work offers. This report shows that intervening early is key to preventing sickness claimants from exiting the labour force. For this to occur, employers and occupational experts have to be involved sooner than at present, in a structured vocational rehabilitation process. Sickness insurance reform should provide the right work incentives, align sickness and disability assessment for long-term sickness claimants, and cap the maximum sickness benefit payment period. Cooperation between all key stakeholders in different phases of the process is critical. Such cooperation will allow the much-needed creation of a joint body responsible for the assessment of sickness, disability and vocational rehabilitation needs.

The OECD Integrity Review of the Slovak Republic provides concrete recommendations for strengthening the Slovak Republic’s Anti-Corruption Policy, in particular through identifying key corruption risk areas. It analyses integrity standards, including on conflict of interest and post-public employment, and pinpoints where to close gaps in the current legislation to reinforce a culture of integrity across the whole of government. The Review also suggests tools for strengthening engagement with businesses and citizens to understand and uphold their roles and responsibilities for integrity. Finally, the Review assesses the government decision-making process and identifies measures for improving its transparency and integrity for more accountable and equitable policies.

This paper provides estimates of the cost of preventing land-based plastic leakage into the ocean, covering 38 OECD member countries and 10 selected major plastic waste emitters in Asia and Africa. The study estimates capital costs at EUR 54 billion in the Moderate Ambition scenario and EUR 74 billion in the High Ambition scenario. The annualised per-capita costs range between EUR 0.2 to 6.5 in the Moderate Ambition scenario and from EUR 0.8 to 6.5 in the High Ambition scenario. These cost estimates are much lower than UNEP and ISWA estimates of the cost of inaction of inadequate waste management, roughly USD 9 to 45 per capita. Differences in estimated costs are found to depend on countries’ waste policy stringency and waste management infrastructure. This paper contributes to OECD work in support of a sustainable ocean economy and the Global Plastics Outlook report.

This report presents a summary of the key challenges and opportunities related to financing that contributes to water security and sustainable growth distilling insights from the Roundtable on Financing Water and related analyses. It covers a broad range of water-related investments, including water and sanitation services, water resources management, agricultural water and managing water-related risks (“too much”, “too little” and “too polluted”). It summarises findings from analysis of investments needs and financing capacities, trends in development finance for water and explores how water risks generate financial impacts for corporates. The report highlights options to address the financing challenge by strengthening the enabling environment for investment, making the best use of existing sources of finance, strategic investment planning and mobilising additional finance via a range of financing approaches. Finally, the report sets out a vision for future OECD work on financing water and for the Roundtable on Financing Water.

The OECD Future of Education and Skills 2030 (E2030) project’s overall goal is that of looking to the future in terms of how school curricula should evolve given the technological advances and other changes that societies are now facing. Towards that end, the E2030 project centres on the idea that education needs to equip students with the knowledge, skills, attitudes and values they need to become active, responsible and engaged citizens.

Mathematics is considered a highly relevant subject for achieving the above stated goals, as such it requires further and more detailed analysis. As a result, it has been chosen as one of the E2030 project’s subject-specific analyses. The project has been named the Mathematics Curriculum Document Analysis (MCDA) study as per the request of participating countries. This working paper presents the findings of the MCDA study, which involves participants from 19 countries and jurisdictions.

The SIGI Country Report for Tanzania provides a new evidence base to improve the rights and well-being of women and girls in Tanzania and promote gender equality through the elimination of discrimination in social institutions. It builds on the newly collected data – both quantitative and qualitative – on social norms and practices through a rigorous methodology and participatory approach involving a wide range of national and international stakeholders. The report analyses how discriminatory social norms and practices continue to constrain women’s empowerment and restrict their access to opportunities and rights, notably across three key dimensions: their economic situation, their place within the household and their physical integrity and agency over their own body. In the framework of Tanzania’s commitment towards realising Sustainable Development Goal 5 on the promotion of gender equality, the report provides policy recommendations that aim to address gender-based discriminations, transform social norms, promote women’s empowerment and build a truly inclusive society.

Before the COVID-19 pandemic, Malaysia undertook a series of vigorous reforms, ranging from the improvement of regulatory framework to the digitalisation of the economy, with the aim of boosting productivity. While the protracted pandemic has inevitably stalled reform efforts in many countries, including Malaysia, strengthening the business climate has become all the more important. This will be essential to achieve a robust recovery, accelerate digitalisation, and adopt a new working environment combining productivity and sanitary precautions. This paper discusses: 1) how Malaysia can reinvigorate business dynamism with new regulatory reforms; 2) how it can boost the uptake by businesses of digital solutions; and 3) based on the recent experience of teleworking, how it can prepare an enabling working environment for the digital age.

The recovery from the COVID‑19 pandemic is likely to trigger job reallocation between sectors and occupations and, with it, a need to provide career guidance and advice to adults in need of upskilling and reskilling. But the crisis has also resulted in a sudden shift in much of the delivery of career guidance from in-person to remote. This policy brief describes the impact of the pandemic on the demand for and the delivery of career guidance, documents countries’ efforts to maintain provision of career guidance services during lockdowns, and explores the need to scale up career guidance going forward. Given the importance of career guidance in keeping workers’ skills relevant and improving the match between the demand and supply of skills, this brief also offers policy directions to improve its coverage, use and quality.

By moving goods and people over large distances, air transport facilitates international trade and tourism and thus contributes to economic growth and job creation. At the same time, it also comes with environmental challenges, largely related to air emissions and their impact on global warming. Air transport has been disproportionately negatively affected by the COVID-19 pandemic with associated reductions in air emissions. However, recent projections show that, in the absence of accelerated technological developments and more ambitious policy measures, aviation-related carbon dioxide (CO2) emissions will grow again at a rapid pace after the pandemic. This paper describes a new OECD database providing near-real-time and global information on aviation-related CO2 emissions, with allocations across countries following either the territory or the residence principle. This database provides a public good for both statistical measurement and environmental policy analysis. On the statistical front, it will facilitate the compilation of global Air Emission Accounts according to the System of Environmental Economic Accounting (SEEA), bring granular and timely information on a significant source of CO2 emissions, and allow tracking their evolution during and after the COVID-19 pandemic. The comparison with official statistics that are available with a significant delay and at lower frequency demonstrates the accuracy of the OECD estimates. On the environmental policy front, it is expected that the OECD database will help monitor the impact of technological developments and policy measures to curb aviation-related CO2 emissions in the future.

This guidebook outlines and discusses the steps involved in selecting, implementing and evaluating policy actions and interventions to improve public health. The guidebook is applicable to all types of public health interventions such as those addressing alcohol and tobacco consumption, obesity, physical inactivity, multimorbidity and mental health as well as infectious diseases. Although designed primarily for policy makers, the guidebook is also a useful reference for other stakeholders such as those responsible for delivering an intervention.

The development and use of Artificial Intelligence (AI) continue to expand opportunities for the achievement of the 17 United Nations Sustainable Development Goals (SDGs), including gender equality.

Taking a closer look at the intersection of gender and technology, this collaboration between UNESCO, the Inter-American Development Bank (IDB) and the Organisation for Economic Co-operation and Development (OECD) examines the effects of AI on the working lives of women. This report describes the challenges and opportunities presented by the use of emerging technology such as AI from a gender perspective. The report highlights the need for more focus and research on the impacts of AI on women and the digital gender gap, in order to ensure that women are not left behind in the future of work.

Iceland has topped global charts on gender equality for nearly a decade. One of the country’s more radical approaches to breaking gender stereotypes is a school method called Hjalli. Margrét Pála Ólafsdóttir opened the first Hjalli pre-school in 1989. Here, children play with open-ended toys, wear school uniforms and use gender-neutral learning materials. More unusually, girls and boys have separate classes throughout most of the day. In 2006, Margrét Pála Ólafsdóttir received The Knight’s Cross of the Icelandic Order of the Falcon from the President of Iceland for innovation in education. She tell us what she thinks it takes to undo children’s gender biases. 

This monthly publication presents comparative statistics that provide an overview of recent international economic developments for all the OECD countries, the euro zone and a number of non-member economies.

This indispensable and unique source of key short-term statistics is a vehicle for analysis for corporate planners, economists, academics, researchers and students. Using the most up-to-date, user-friendly tabular presentation, the indicators cover national accounts, business surveys and consumer opinions, leading indicators, retail sales, production, construction, prices, employment, unemployment, wages, finance, international trade and balance of payments.

Around one-third of the European Union’s budget is dedicated to cohesion policy, which promotes and supports the overall harmonious development of its Member States and regions. The success of this investment relies on effective partnerships among governments, stakeholders, and citizens. Citizens have a key role to play in shaping decisions on public investment, as well as in making public authorities more transparent and accountable. From July 2020-December 2021, the European Commission and the OECD partnered to explore how five authorities across Europe could place citizens at the centre of their investment decisions. This report summarises lessons learned throughout this project and, particularly, the results of applying innovative citizen participation methods to cohesion policy more broadly.

The NEA Clay Club has been gathering the key geoscientific characteristics of the various argillaceous formations that are – or have been – studied in NEA member countries in the context of radioactive waste disposal, resulting in the publication of the Clay Club Catalogue of Characteristics of Argillaceous Rocks in 2005.

This publication builds upon the 2005 NEA report by providing updated datasets for a select number of argillaceous formations presented in the previous report, as well as an expanded discussion of: the formations and their properties; the nuclear waste management organisations responsible for the implementation of the deep geological repository concept; the design concept proposed for a deep geological repository in the respective countries and rock formations; and some of the favourable properties of said argillaceous formations.

A key goal of this report is to present the data in a manner that allows reasonable comparability (in both scale and methods) of the included parameters, in order to support the formal assessment and demonstration of the capacity of clay-rich formations to securely contain and isolate nuclear waste from the natural environment.

Latvia has enjoyed continuing catch-up in per capita incomes with the more affluent OECD countries through the pandemic, despite slow progress in vaccination. Fiscal policy has handled the health-system challenges while protecting jobs and firms but could do more to ease inequality and poverty, especially among the elderly. Latvia’s population has been shrinking for decades and will continue to do so. This means it must focus on increasing employment among those of working age. That implies a need to tackle the large gender wage gap that is discouraging women’s labour force participation, delay retirement and keep everyone in good health. Nevertheless, public health-care spending is low, causing heavy out-of-pocket expenses, many unmet needs and, along with widespread poor lifestyle choices, short life expectancy. Looking ahead, further economic progress will depend on easing the supply of credit; overcoming remaining labour-market informality and official bribery and corruption; and encouraging greater exploitation of export-market opportunities. Enhancing export performance calls for redoubled efforts to boost skills of youth and adults so that digitalisation can proceed quickly, reforming the innovation system to intensify business and university R&D activities, improving transport infrastructure and the governance of state-owned enterprises, and smoothing the business environment for all firms.

This report explores the issues public authorities must address when establishing data-reporting mandates and policies. Transport systems and the people using them generate an ever-increasing amount of data which can help improve transport system performance. The risks from missing or overly broad reporting policies can be mitigated by following reporting guidelines and principles that focus on the public value of data.

International trade plunged in 2020 but recovered sharply in 2021. While total trade flows are now comfortably above pre-pandemic levels, trade impacts across specific goods, services and trade partners are highly diverse, creating pressures on specific sectors and supply chains. The changes in the trade structure caused by the COVID-19 pandemic in a single year was of a similar magnitude to changes otherwise typically seen over 4-5 years. Substantial imbalances across trade partners and products remained at the end of 2021, and not all of the accumulated losses from the earlier steep declines were recuperated. The heterogeneity of trade impacts and changes in trade flows across products, sources and destinations signifies high uncertainty and adjustment costs, and implies additional incentives for consumers, firms and governments to adopt new — or to intensify existing — risk mitigation strategies.

This paper assesses the role of carbon pricing in a sustainable recovery from COVID-19. It tracks the policy changes in carbon pricing within OECD and G20 countries between January 2020 and August 2021 of the COVID-19 pandemic. Carbon pricing as defined here includes emissions trading schemes, fossil fuel support and carbon, fuel excise or aviation taxes. The paper also highlights the need for the recovery to be sustainable and discusses the advantages, limitations and uses of carbon pricing therein. In addition, it describes additional challenges to as well as increased rationale for carbon pricing in the pandemic. It provides evidence on the effects of carbon pricing on the challenges and discusses carbon pricing design elements to help overcome those challenges. The paper concludes that there were more policy changes with an expected negative impact on climate. However, it is likely that the impact of the climate-positive changes – which are broader in coverage and scope - will outweigh the climate-negative changes.

Across OECD countries, the increasing demand for evidence-based policy making has led governments to design policies jointly with relevant indicators to monitor their implementation. Indicators can be effective tools as they provide key information to pilot implementation towards the achievement of policy objectives. The development of adequate indicators and practices is however a complex exercise, as it requires striking the right balance between guiding development and strengthening accountability.

This Education Spotlight draws on evidence from the OECD Implementing Education Policies programme and expertise developed during partnerships with several countries and the European Commission. It aims to provide insights to policy makers and various education stakeholders, to initiate a discussion on the use and misuse of indicators in education, and to guide future actions towards a better contribution of indicators to education policy implementation.
