Early in 2020 we undertook a programme of public engagement on proposals for an Ivinghoe Area Freight Zone. The purpose of the zone is to address local issues with HGV traffic. We ran a public survey and held drop-in events in Ivinghoe and Wing. We also had discussions with local businesses, groups and organisations.

We received 332 responses to the public survey and the main findings were:

  • 70% of respondents agreed or strongly agreed with the proposal and 23% disagreed or strongly disagreed
  • 72% of respondents expressed a preference for the proposal to apply a 7.5 tonne ‘freight zone’ with an exception for local access
  • 12% of  respondents suggested an alternate way forward including:
    • extending the zone to cover Wing minor and side roads and including the B440 and villages on the route (14 suggestions)
    • Improving the A418 and/or building a bypass for Wing (9 suggestions)
    • Other suggestions included delaying the zone, enforcement and excluding Marsworth airfield from local access

What happens next?

Based on the feedback we’ve received, we are planning to finalise the proposal early in 2021. We will create the necessary Traffic Regulation Orders (TROs) and hold a statutory public consultation. The consultation is a final opportunity to comment on the detail of the zone. Subject to consultation feedback, we expect the Ivinghoe Area Freight Zone will be in effect by the spring of 2021.

We are proposing a 'freight zone' scheme to reduce HGV traffic in the Cheddington, Ivinghoe and Mentmore area. If you live, work or run a business in the area, we'd like to hear your views on the proposals.

Proposed boundaries for the 'freight zone' are east of the A418, north of the A41 and west of the B489. These are shown in Map 1 below - this map is higher quality than the one within the survey so we recommend you view Map 1 before starting the survey. 

Road monitoring in November 2019 showed that an average of 254 HGVs per week passed through the proposed zone, heading for destinations further afield. That represents 47% of the total HGV traffic in the area. Details of the monitored HGV movements can be seen in Map 2 below.

The proposals include a 7.5 tonne weight restriction on vehicles travelling through the zone. But there would be an exception for vehicles travelling to destinations within the zone. This means deliveries and collections for local homes and businesses would be unaffected.

Our aim is to reduce traffic on local roads by removing those HGVs that are just passing through. We will ensure that businesses and freight companies are aware of more appropriate, alternative routes. We believe this would reduce negative impacts on local residents, buildings and the environment.

Although we are proposing the ‘freight zone’ as a solution to excessive HGV traffic in the area, no decision has yet been made. We need to decide whether a 'freight zone' really is the best solution; whether the proposed boundaries are suitable; and whether there are any impacts or alternative solutions we haven't already considered.

We will be holding two public drop-in events in March - one in Wing and one in Ivinghoe. Please see full details of these events below. We are also asking you to complete a short online survey to help us really understand and consider yourthoughts about the proposals.

What happens next

The survey is now closed.

We’ll now review all the feedback we've received from local residents, businesses, parish councils and community groups. We'll publish an update on the findings from this survey and what the next steps will be.

If we decide to proceed with the proposal, we’ll make any necessary amendments to the detail and draft the required Traffic Region Orders. These will all be subject to formal public consultation and so there will be a final opportunity to comment on specific changes.
