Strategic Commissioning

On this page you will find information regarding the Strategic Commissioning of Educational Provision.

Local Needs

To ensure the appropriate provision of sufficent high quality educational provision for children and young people with special educational needs and/or disabilities (SEND) it is imperative that commissioners and providers have a full understanding of the needs of our communities.

The pdf icon Joint Strategic Needs Assessment (JSNA) published in 2020 offers a comprehensive picture of the education, health and social care needs of children and young people with SEND in Wolverhampton. Tthis analysis underpins strategic commissioning decisions and ensures decision makers are provided with robust and timely information.

To support the annual high needs place commissioning process the City of Wolverhampton Council and it's partners produce an annual SEND Sufficency report which offers a snapshot of local provision and a summary of current and anticipated future needs. Recent publications are available below:

Strategic Policy

Supporting Students with Special Educational Needs and Disabilities (SEND) to Learn and Achieve

The City of Wolverhampton Council has recently produced a draft policy framework to guide the future development of educational provision for children and young people with Special Educational Needs and/or Disabilities in Wolverhampton.

Widespread consultation was undertaken by City of Wolverhampton Council in Spring 2020 and on 3 June 2020, the Cabinet of the City of Wolverhampton Council considered the outcomes of consultation and approved the High Needs Provision Framework.

This decision was taken to support the City of Wolverhampton Council to ensure the sufficiency of appropriate provision and to provide a clear and transparent structure to guide the development of the local educational estate.

A copy of the policy document can be accessed below.
