Editorial
Welcome to our 34th edition of the Ganado Advocates’ shipping and maritime law newsletter. In this issue, we will be featuring exciting new changes, such as the digitalisation of the Merchant Shipping Directorate in Malta, as well as a series of articles on different subjects of interest and our most recent podcasts in the Ganado Meets series.
 
We refer to cases of international interests including articles on how, due to overcrowding, ships carry out search and rescue activities are not subject to detention. We also feature an article regarding the Courts of Justice of the European Union and the Port State Control Directive in terms of Italian law.
 
In our most recent episodes of Ganado Meets Maritime we discuss the growth of fish farming in Malta, the aspects of ships recycling and the operations of GBA and the recent return of the M/V Logos Hope to Malta.
 
Additionally, this newsletter will present several MSD Notices, imminent to understand the new requirements imposed by the Merchant Shipping Directorate, for example rules concerning navigation in Black Sea region.

Last but not least, the Malta Maritime Summit will make its return between the 3rd and 7th of October this year. We hope we'll have the opportunity to meet with many of you there!

Consultation for the digitalising of the Merchant Shipping Directorate
During an information meeting held by transport Malta on 27th July 2022, participants were briefed on the content of a preliminary market consultation document in connection with a procurement process for the provision of a “Vessel Management System” for the Merchant Shipping Directorate.

Ships carrying out search and rescue activities
On the 1st of August 2022, the Grand Chamber of the Court of Justice delivered its judgement on the joined cases C-14/21 and C-15/21, following a request by the Regional Administrative Court for Sicily, Italy, in relation to Directive 2009/16 on Port State Control as transposed into Italian law.

On the 22 February 2022, Advocate General Rantos from the Court of Justice of the European Union delivered his opinion on joined cases C-14/21 and C-15/21 following a request by the Regional Administrative Court for Sicily, Italy, in relation to Directive 2009/16 on Port State Control as transposed into Italian law.
