Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator of collective action to achieve the 2030 Agenda for Sustainable Development. UNDP’s policy work carried out at Headquarters, Regional and Country Office levels forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan to achieve Sustainable Development Goals (SDGs). 

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and programme guidance to support implementation of UNDP’s Strategic Plan. BPPS plays a key role in strengthening knowledge management and policy guidance in UNDP including the coherence and quality of anti-corruption knowledge, which is coordinated by UNDP’s Anti-Corruption for Peaceful and Inclusive Societies (ACPIS) global project.  UNDP’s focus on knowledge management and compilation of lessons learned at country, regional and global levels has significantly contributed to consistent and coherent policy direction, rigorous quality standards and valuable service platforms.

ACPIS global programme is UNDP’s main vehicle for supporting and coordinating UNDP’s anti-corruption work both internally through UNDP regional hubs and country offices and externally with other relevant partners. In addition to producing knowledge products on relevant anti-corruption topics, UNDP also coordinates the interagency anti-corruption web-portal “www.anti-corruption.org”, which provides information by various thematic areas and also online courses on anti-corruption.

In Asia and the Pacific, UNDP is increasingly requested to provide support services to governments and private sector on developing transparent and accountable solutions that contribute to sustainable development in the region.  These services are part of UNDP’s Bangkok Regional Hub’s (BRH) signature solutions on good governance and partnerships with the private sector to achieve the Sustainable Development Goals.  In 2018, BRH has launched a regional project on “Promoting a fair business environment in ASEAN” (2018-2021) targeting 6 countries: Indonesia, Malaysia, Myanmar, the Philippines, Thailand and Viet Nam. The multi-year regional project- Promoting a fair business environment in ASEAN is carried out by UNDP in cooperation with the British government and aims to promote fair, transparent and predictable business environments by working with both governments and the private sector in a collaborative manner. 

 

Duties and Responsibilities

Summary of Key Functions: 

Working under the overall supervision of Global Anti-Corruption Advisor based in Singapore,  Regional Anti-Corruption Programme Manager based in Bangkok, and in close collaboration with the Knowledge Management and Coordination Specialist, the Technical Support Specialist will provide technical/IT support to global and regional anti-corruption teams in maintaining and managing the interagency anti-corruption web-portal and its operations, reviewing, revising and updating website content, drafting webpages, and providing other technical support, as needed. The Technical Support Specialist will provide technical backstopping to anti-corruption teams to communicate effectively information to other regional hubs, UNDP country offices, programme and donor partners, as well as other stakeholders. In particular, the Technical Support Specialist is expected to deliver following key results:

  • Maintain and manage the content of anti-corruption webportal and its operations
  • Provide technical support with online courses
  • Train team members on how to update website content

1. Maintain and manage the content of anti-corruption webportal and its operations

  1. Ensure smooth technical functioning of the webportal
  2. Review the current design of webportal and propose more innovative and appealing design
  3. Redesign the webportal in line with the proposal agreed upon with the Global Anti-Corruption Advisor
  4. Update and revise website content during the term of the contract

2.  Provide technical support with online courses

  1. Apply appropriate e-learning tools to modify and design new online course(s)
  2. Support in developing an appealing design of new online course(s)
  3. Support in re-designing existing online courses
  4. Provide technical support for e-learning programme design and development

3. Train team members on how to update website content

  1. Provide the anti-corruption team with necessary training on how to update website content on regular basis;
  2. Develop manual with step by step guidance that will enable any team member with basic IT skills to update the webportal. 

Deliverables and time frames:

  1. Update interagency anti-corruption webportal – 20 working days
  2. Develop learning platform for new online courses: - 40 working days
  3. Re-design learning platform for existing online courses: – 30 working days
  4. Develop manual and train anti-corruption team on how to update content of the webportal – 10 working day

Contracts based on daily fee:

The fee will be paid on a monthly based on time sheet completed with description of tasks, certified by Programme Manager. UNDP makes payments based on the actual number of days worked.

Required Skills and Experience

I. Recruitment Qualifications

Education:

  • Master’s degree or equivalent in Information Technology engineering, web resources development, web design, communications and/or media, programming or other closely related field.

Experience:

  • Minimum of 3 years of professional experience in website design, including expert knowledge in HTML, CSS and JavaScript;
  • Proven experience in the graphic design and technical implementation of user interfaces in a web-based environment. Please attach or provide links to at least 3 samples of previous work preferably related to this assignment in your application
  • Experience of providing training to individuals with basic IT skills
  • Experience of preparing user-friendly reference manuals to update and upgrade website contents

Language Requirements:

  • Excellent writing, editing and oral communications skills in English is required;
  • Proficiency in at least one other UNDP official language is desirable.

Criteria for selection of the best offer

The criteria which shall serve as basis for evaluating offers as follows:

Technical Criteria for Evaluation (Maximum 70 points)

  • Criteria 1: Relevance of Education – Max 20 points
  • Criteria 2: Relevance of experience in web design, development of online platforms/courses  – Max 35 Points
  • Criteria 3:– Writing, editing and oral communications skills in English -  Max 15 Points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.
