How to Implement ICT4D in Fragile, Violent, and Conflict-Affected Regions?

Currently, over two billion people worldwide live in fragile, violent and conflict-affected (FCV) environments. Furthermore, according to the World Bank, the share of the extreme poor living in conflict-affected situations is expected to rise above 50% by 2030.

FCV environments dramatically impact development outcomes as conflicts drive 80% of all humanitarian needs - yet it is very difficult to operate within these contexts.

Could technology be a vector for change? For instance, over 83% of adults in Somalia use mobile money and in neighboring Kenya, mobile money lifted 2% of households out of poverty. However, mobile money use in Somalia is complicated by a lack of structure, regulatory gaps, and competing interests.

We now have the opportunity to access the $11million Creating Hope in Conflict Humanitarian Grand Challenge to help us develop and deploy groundbreaking solutions to improve the lives of vulnerable people affected by conflict. How could investments like this change the current ICT in FCV paradigm?
