Please find a summary of the Horse Health Requirement Sanction System below (applicable as of 4 July 2022):
The violations and sanctions that apply are found in Annex VI of the FEI Veterinary Regulations

  • Taken and entered the temperature recordings in the FEI HorseApp for the three days prior to arrival at the FEI Event and presenting this at the Examination on Arrival
  • Presented a completed a FEI Self-Certification Form on the FEI HorseApp at the Examination on Arrival
  • Taken the Horse' temperature twice daily and recorded them in the FEI HorseApp whilst present on the Event Venue (either for 3 or more consecutive recordings or 4 or more in total).

Failing to have done any of the below per FEI Event:

  • Taken and entered the temperature recordings in the FEI HorseApp for the three days prior to arrival at the FEI Event and presenting this at the Examination on Arrival

  • Taken the Horse' temperature twice daily and recorded them in the FEI HorseApp whilst present on the Event Venue (either for 3 or more consecutive recordings or 4 or more in total).

  • The Horse may be allowed to compete but will be blocked in the FEI Database for 10 days following the Event at which this sanction is obtained

Failing to have done any of the below per FEI Event:

  • Taken and entered the temperature recordings in the FEI HorseApp for the three days prior to arrival at the FEI Event and presenting this at the Examination on Arrival
  • Presented a completed a FEI Self-Certification Form on the FEI HorseApp at the Examination on Arrival
  • Taken the Horse' temperature twice daily and recorded them in the FEI HorseApp whilst present on the Event Venue (either for 3 or more consecutive recordings or 4 or more in total).

A fine of CHF 300

  • The Horse may be allowed to compete but will be blocked in the FEI Database for 10 days following the Event at which this sanction is obtained

Failing to have done any of the below per FEI Event:

  • Taken and entered the temperature recordings in the FEI HorseApp for the three days prior to arrival at the FEI Event and presenting this at the Examination on Arrival
  • Presented a completed a FEI Self-Certification Form on the FEI HorseApp at the Examination on Arrival
  • Taken the Horse' temperature twice daily and recorded them in the FEI HorseApp whilst present on the Event Venue (either for 3 or more consecutive recordings or 4 or more in total).

A fine of CHF 400

  • The Horse may be allowed to compete but will be blocked in the FEI Database for 1 month following the Event at which this sanction is obtained
  • The Athlete must be reported to the FEI HQ for further disciplinary action

Additional Information

  • The sanctions apply per Horse and will be issued by FEI Headquarters following an automated process. The fine (where applicable) will be issued to the PR of the given Horse.
  • Sanctions are not appealable.
  • Fines are issued by the FEI to the National Federation of the PR, payment of the fine must be made to your National Federation.
  • Fines cannot be paid by the PR directly to the FEI.
  • According to the FEI Veterinary Regulations "For the purpose of establishing multiple violations of the requirements set out in the FEI Veterinary Regulations the period to take into consideration shall be 12 months from the first offence". The sanctions will be reset after that period of time.
