Background

The Independent Evaluation Office (IEO) of the United Nations Development Programme (UNDP) will conduct a Formative Evaluation of UNDP's Integration of Leaving No One Behind Principles from January through September 2022.

Leave no one behind (LNOB) is a central transformative promise of the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). In practice, it means taking explicit action to address differential access; challenge power structures, social norms and beliefs hampering inclusion; confront overt and covert discrimination; and fast-track progress for those left furthest behind first. It requires the generation and disaggregation of additional data to ensure that all grounds of discrimination prohibited under international law and other root causes of inequalities are identified and addressed. And it throws up many practical challenges in UNDP’s work, including the increasing marginal costs of reaching the last mile, and partnership and procurement models that hamper social contracting at the boundary of the state.

The intent of this formative evaluation is to assess the evolving conceptual and operational frameworks used by UNDP to translate the LNOB principle into concrete action, and to make recommendations on how to strengthen UNDP contributions to results for those furthest behind.

In this context, the IEO is seeking the services of up to six individual consultants to conduct thematic “deep dives” and contribute to an organizational assessment.

Duties and Responsibilities

The consultants will work closely with IEO staff as part of the evaluation team. Under the direct supervision of the IEO Lead Evaluator or Associate Lead Evaluator, the consultants will contribute to the overall effort by providing technical expertise and knowledge in the assigned area(s), including the assessment of cross-cutting issues. Responsibilities will include:

  • Conduct desk reviews of reference material, including programme and project monitoring and evaluation reports, and prepare a preliminary analysis based on the provided assessment framework.
  • Conduct data collection activities in accordance with the terms of reference for the post, including interviews and meetings with relevant stakeholders (virtual and/ or in person, if feasible).
  • Prepare an analysis report for the assigned area(s) using process tracing methodology for the deep dives as well as qualitative content and discourse analysis (all).  
  • Participate in various meetings organized by the IEO Lead Evaluator, including regular briefings, and meetings with the Evaluation Reference Group.
  • Review and contribute to the draft evaluation report. Contribute to the formulation of conclusions and recommendations which should reflect the various deep dive areas and areas of organizational assessment.

  • Strong analytical and organizational skills, including ability to digest, assess and keep track of a diverse range of information with a discerning sense for quality of data.
  • Good mastery of information technology required for organized presentation of information.

  • Adherence to the principle of confidentiality and UNEG ethical guidelines during the evaluation.
  • Ability to work under pressure, multi-task and be flexible.
  • Ability to conduct required analysis in a timely manner, within the agreed timelines.

Corporate Competencies

  • Familiarity with UNDP or UN work; and
  • Ability to work in multicultural and multidisciplinary teams, acting with professionalism, diplomacy, tact and courtesy.

Required Skills and Experience

Education

  • Educational background relevant to the area(s) the candidate wishes to collaborate with the IEO on. The candidate may select one or more areas of interest (please indicate).
  • A demonstrated track-record of delivering high quality products in at least one of the following areas:
    1. Human rights, gender, marginalized populations
    2. Inequality and inclusion
    3. Institutional effectiveness and efficiency

Professional Experience:

  • Experience in conducting complex evaluations in varied development settings.
  • Familiarity with advanced methods of data collection and analysis, including to reach vulnerable populations, and applied knowledge of gender (power) analysis.
  • Knowledge of process tracing methodologies a distinct advantage.
  • Knowledge of the UN/UNDP mandate, operations, and programme areas.
  • Familiarity with the LNOB principle as set out through Agenda 2030 and operationalized through various international development and policy mechanisms.
  • Experience in providing strategic, policy-level advisory services for development programmes.

Languages:

  • Fluency in English is required with strong writing skills.
  • Fluency in French, Spanish or other UN languages is a distinct advantage.
