Background

UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. UNDP works in nearly 170 countries and territories, helping national actors (governments, civil society, businesses and citizens) to find their own solutions to the development challenges they face.

UNDP Kosovo office was established in 1999, and soon it earned a reputation as an independent and experienced partner in the collective effort to build and strengthen Kosovo institutions and achieve sustainable development. Three main areas of intervention include:

Sustainable Development programme works with local and international partners to reduce poverty, achieve social inclusion, assist vulnerable groups including women, youth and minorities, create jobs.

Democratic Governance and Peacebuilding focuses on strengthening the capacities of central and local governments, fighting corruption, supporting civil society participation, transparency, accountability and women empowerment in decision making processes.

Environment, climate and disaster resilience programme provides support to advance Kosovo’s agenda in climate change and disaster risk reduction, promotes the sound management of natural resources as well as supports initiatives in environment and health issues and raise awareness of the importance of clean and healthy environment.

Gender equality and women’s empowerment is a cross-cutting component for UNDP in Kosovo. By mainstreaming gender approaches in its programmes on a continual basis, UNDP Kosovo has been strengthening its overall performance in delivering results that are beneficial for both women and men and contribute to a more just and equitable society.

Note on Long Term Agreement (LTA):
UNDP Kosovo shall enter into a long-term agreement (LTA) with the selected consultant(s) and shall provide specific deliverables and time frames for each task, as and when required. Prospective individuals are requested to take note of the following:
Long Term Agreement is a mutual arrangement between UNDP and an individual to provide the required services at prescribed prices or provisions over a period of 12-36 months. UNDP reserves the right to rescind the agreement during that period should performance of the consultant not meet its requirements
Under a Long-Term Agreement, UNDP does not warrant that any quantity of services shall be purchased during the term of this agreement. Where a request for services arises, UNDP shall directly contract the consultant based on its need to carry out those activities. A specific Terms of Reference (TOR) outlining the outputs for each assignment shall be provided and an Individual Contract would be issued to the consultant, detailing the time frame.

Objectives of Assignment

  • Capturing UNDP’s work in Kosovo through high quality graphic design products which will be used for publication, UNDP internal and external use and social media networks. 

Duties and Responsibilities

Working closely with the Communications team, and project teams, the Graphic designer(s) are required to undertake the following tasks: 

  • Submit the preliminary layouts for discussion with UNDP
  • Revise the selected layout as discussed with UNDP
  • Design and layout the product
  • Submit the publication/product to UNDP for review and approval
  • Ensure all corrections are incorporated in the design
  • Obtain a final sign off from UNDP before submitting the product to the printer
  • Prepare the electronic files for the printer 
  • Incorporate final corrections to electronic file
  • Create PDF from final electronic file for UNDP Web posting
  • Submit final electronic files vie WeTransfer, DropBox etc. 
  • To be able to work in Infographics and other programmes
  • Work in close cooperation with and report to the UNDP Communications Unit.

Copyright

  • Products from graphic designer includes reproduction rights for non-exclusive world rights in perpetuity;
  • Before Graphic designer publish the products in internet in any form, he/she should contact UNDP to obtain consent;
  • UNDP can provide the designed products to other UN organizations or the media at no cost, as is the practice.

Required Skills and Experience

Education:

  • Bachelor’s degree in Graphic Design, Communications, Public Relations, Marketing, Media Relations, Journalism, Social Sciences or related field.

Experience:

  • At least 5 years’ experience in design. photography and other similar areas;
  • Professional experience in use of different design programmes such as Adobe illustrator, Adobe InDesign, Adobe Photoshop etc. 
  • Previous professional experience with the United Nations or similar organisations in this or a related field would be considered an asset;
  • Demonstrates high level of professionalism and ethics.

Scope of price proposal and schedule of payments

Remuneration - Lump Sum Amount

  • The Contract is based on lump sum remuneration and shall be processed upon successful completion of the tasks assigned. 

Recommended Presentation of Offer
The following documents must be submitted:

  • Updated P11/CV, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, a portfolio of previous works (a selection of graphic design work, publications, links to videos, photo-stills, and other graphics) with a max. 1-page document briefly outlining why the candidate considers him/herself as suitable for the assignment.
  • Financial Proposal that indicates the all-inclusive fixed price, supported by a breakdown of costs. The Offeror must indicate at this point and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP. The price offer should include use of programmes and software. 

The graphic designer should use his/her own professional equipment for designing.
The designer will abide with the UNDP copyright rules and regulations. Any/all material produced for UNDP (per request of UNDP) is sole ownership of the UNDP and as such cannot be distributed or shared with any third party (media outlet, publishing agency, organization or person) except per specific request of UNDP Communications Unit.

Criteria for selection of the Best Offer

  • Offers will be evaluated utilizing a combined Scoring method – where the technical qualifications, the relevant work experiences and the technical proposal will be weighted a max. of 70% and combined with the price offer which will be weighted a max of 30%.
