Background

The South Eastern and Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) is a joint initiative of the UNDP and the Regional Cooperation Council (RCC). As such, it is an integral part of UNDP’s work in the Europe and the Commonwealth of Independent States (ECIS) region and has, since 2002, worked primarily to strengthen the capacities of national and regional stakeholders to control and reduce the proliferation and misuse of small arms and light weapons, and thus contribute to enhanced stability, security and development in South East and Eastern Europe. SEESAC also has a distinguished record in mainstreaming gender equality and this aspect is central to the programme.


Pursuant to the Council Decision 2016/2356/CFSP as of 19 December 2016, SEESAC has been tasked to strengthen safety and security through regional cooperation in the form of the “EU Support of SEESAC disarmament and arms control activities in South-East Europe (SEESAC IV) project”. The project's geographic scope is South-East Europe, with direct project beneficiaries being Albania, Bosnia and Herzegovina, Kosovo* , Montenegro, Moldova, and Serbia.


With a view to the implementation of the EU Strategy to combat the illicit accumulation and trafficking of SALW and their ammunition, and the promotion of peace and security, the project has, among others, a specific objective to increase the security of stockpiles of SALW and their ammunition in South-East Europe through the development of safe and secure conventional ammunition storage infrastructure and management systems.


With the financial support of the European Union (EU) it is planned to support the authorities, primarily the Ministry of Interior (MoI), in upgrading a selected prospective weapons and ammunition storage facility, and the selected evidence room. Those activities will result in at least the following:

  • Contribution to the improvement of SALW and ammunition storage site and two evidence rooms  security through infrastructure improvements;
  • Decreasing opportunity for SALW and ammunition theft, proliferation and misuse.

1. Gadime weapons and ammunition storage location

The ammunition storage area is located near the summit of a hill at a distance of about 20km south-west from Pristina in Gadime/Lipjan region. It belongs to Lipjan municipality of the Pristina District. According to the 2011 census, the municipality has 57,605 inhabitants. The road leading up to hill where the storage facility is located, is unpaved and narrow, and the gradient up to the facility is steep. The location perimeter is fenced with a double-layered metal security fence with a metal entrance gate for pedestrian and vehicular access. The fence is damaged. There are five masonry buildings at the location, three of which are storing ammunition, one is a magazine for the storage of weapons and one is an administration building. The buildings are in a good condition. The backs of the storage buildings are built into the mountainside, to reflect the shockwave in case of a detonation. None of the headwalls have any traverse.
The Gadime storage site requires an immediate improvement of security and access control through upgrade of the location perimeter security fence.
This will be achieved by clearance of the immediate fence area from the outgrown vegetation (tall weeds), and construction of one-layered security fence. The new fence will be placed as an additional layer of security on reinforced concrete foundations on top of the parapet wall. The new fence shall be made from metal box profiles, spanned at about 2.5m with metal poles, with galvanized steel mesh and topped with barbed wire coil (fence height up to 2.90m; length approx. 361m’). The existing entrance gate to the location shall be coated with a protective layer, painted and fitted with new locks.

2. Gjakova/Djakovica Police Administration evidence room

The new Police Administration building is located in Gjakova, a municipality of the Gjakova District, 80km south-west from Pristina. According to the 2011 census, the municipality of Gjakova has 94,556 inhabitants. The evidence room within the building already is originally built with appropriate security features such as security door with access control, and CCTV cameras. In addition, UNDP SEESAC has been requested to equip the evidence room with the necessary modifiable weapons and bullets cabinets/racks.
Therefore, SEESAC will procure the supply and installation of the appropriate cabinets/racks for SALW and ammunition (bullets) safekeeping.

Objectives of Assignment
The purpose of this activity is the upgrade of physical security and access control of the MoI SALW and ammunition storage location Gadime, and one evidence room in the Police Administration in Gjakova/Djakovica, which will result in improved security of SALW and ammunition stockpiles in Kosovo.

Duties and Responsibilities

Scope of work
Under the direct supervision of the UNDP SEESAC Chief Technical Advisor, and in coordination with SEESAC SALW Control Project Officer, and under the overall management of the SEESAC Coordinator and SEESAC SALW Project Coordinator, the incumbent will:

1. Produce the design for performing of works for the upgrade of physical security and access control of the SALW and ammunition storage location Gadime. The design will foresee the following physical security upgrades:

  • All necessary preparatory works including cleaning the immediate fence area from the outgrown vegetation (tall weeds) and small trees with stomps (as per the best international practices) , as well as dismantling of the one layer of the old fence with transport and disposal of waste to a landfill within 20 km from the storage location as agreed with the MoI.
  • Supply and installation of the new perimeter fence made of plastic-coated steel box profiles 50x50mm, spanned at about 2.5m with metal poles, with 5mm thick galvanized and plastic-coated steel mesh topped with barbed wire coil (fence height up to 2.90m; length approx. 361m’), fixed to the parapet wall on reinforced concrete foundations.
  • Refurbishment (protective painting) of the existing metal vehicle and pedestrian gate (approximate dimensions 5.0x2.90m) and fitting with new locks.

2. Prepare the necessary technical specifications for the procurement of SALW and bullets safekeeping equipment for the evidence room within the new Gjakova Police Administration Building:

  • Supply and installation of the appropriate cabinets/racks for SALW (handguns, rifles) and bullets safekeeping.

3. Assist in the preparation and compiling of supporting documentation for the procurement of works as per UNDP procedures.
4. Participate the evaluation of bids for the works in the capacity of an expert/observer (perform in depth analysis of the bidders’ offers for the procurement of works, check whether the offered prices are realistic and provide written report on the selected offers).
5. Regularly supervise the works execution at the two above upgrade locations.

Expected Results
Design preparation

  • Conduct detailed assessments of the two locations’ current state and produce the design for performing of works for the upgrade of physical security and access control of the Gadime storage location, as well as technical specifications for the weapons and bullets cabinets/racks for the evidence room in accordance with the appropriate local construction legislation and professional standards, as well as any other law relevant to the above tasks. The produced design should be also compliant with the MOSAIC  and IATG .
  • Prepare the: 1) design for works execution for the Gadime storage location security upgrade and 2) technical specifications for the Gjakova evidence room cabinets/racks as follows:

- The design and the technical specifications shall contain appropriate level of graphic documentation (drawings), and all other necessary details as to enable uninterrupted and smooth works execution at both locations.
- The design has to fulfil all legal and professional requirements as needed for obtaining authorization of works execution if necessary.
- The design and technical specifications should contain the Bill of Quantity (BoQ) with estimated prices that will be used for the procurement of associated works/equipment.
- The BoQs should not contain any brand names.
- The design documentation and technical specifications will be approved by UNDP SEESAC in consultation with the MoI.
- The design documentation and technical specifications should be prepared in the English language.
- The submission of documents shall be accompanied with an inventory sheet. All printed documents should be signed and sealed by the designer.
- The documentation including drawings, technical specifications and calculations has to be delivered in four (2) paper copies and one in electronic form (on electronic data carrier - USB) containing all materials in the respective formats (AutoCAD, word, excel, etc.).
- Ownership of the design documentation will be transferred from UNDP SEESAC to the MoI for permanent possession.

Bids Evaluation

  • Provide written report (certification) whether the offered unit rates are realistic and in accordance to local market conditions.
  • Provide written report/assess as to how much the offer deviates from internal estimate.
  • Provide written report on the selected offers.

Works Supervision

  • Undertake independent on-site observations/inspections of the works in progress to determine if the work is proceeding in accordance with the works contract schedule, and that completed work conforms to the works contract drawings and specifications.
  • Inform the works contractor when work is to be corrected or rejected or to be uncovered for observation, or testing, inspection or approval.
  • Advise UNDP SEESAC on all matters concerning claims from the works contractor and make recommendations thereon.
  • Report works contractor requests to UNDP SEESAC and provide recommendations to UNDP SEESAC for approval if changes of works that affect cost have been requested. Such changes could be effected by written work orders issued by the Consultant solely after obtaining written UNDP SEESAC approval. For changes which do not affect cost or works quality, approval may be granted on-site and recorded in the monthly progress reports.
  • Review payment requests made by the works contractor and certify them, ensuring that each item states the actual quantities and values of work completed to date accordance with the conditions of works contract.
  • In case of positive outcome of such review, recommends to UNDP SEESAC to process payment and requests payment approval.

Expected Deliverables
- Assessment visits to:

  1. Gadime storage location with the detailed on-site-measuring including geodetic record if necessary prior to start of designing process executed.
  2. Gjakova evidence room prior to start of technical specifications preparation.
  3. Brief report with assessment findings submitted to UNDP.
  • Draft of 1) design for Gadime presented to UNDP SEESAC and MoI.
  • Draft of 2) Gjakova evidence room cabinets/racks technical specifications presented to UNDP SEESAC and MoI.
  • Drafts of 1) Gadime security upgrade and 2) technical specifications for the Gjakova evidence room cabinets/racks reviewed by UNDP SEESAC and MoI.
  • Requested changes incorporated into the 1) design for Gadime security upgrade and 2) Gjakova evidence room technical specifications submitted for approval by UNDP SEESAC and the MoI.
  • Design for 1) Gadime security upgrade  and 2) technical specifications for the Gjakova evidence room cabinets/racks approved by the UNDP SEESAC in consultation with the MoI.
  • Expert support during the 1) Gadime works and 2) Gjakova cabinets/racks procurement documentation preparation provided. Procurement document approved and procurement launched.
  • Expert support during the evaluation of offers (RFQ/ITB) for the procurement of 1) Gadime security upgrade works; 2) Gjakova evidence room cabinets/racks provided; evaluation report submitted and approved by CAP. Contract for successful bidder drafted.
  • Gadime storage location supervision of works carried out; 2) Gjakova evidence room supervision of cabinets/racks installation carried out; works and equipment handed over to the beneficiary MoI; minutes of the technical handover completed and signed by contractor, supervisor, MoI/Police, UNDP SEESAC.

Remuneration – Lump Sum Amount (fixed and all-inclusive)
The contract is based on all-inclusive lump sum remuneration and shall be processed subject to deliverables as per the scheduled results/ deliverables listed in the TOR.

Recommended Presentation of Offer
The following documents must be submitted:

  • Letter of Confirmation of Interest and Availability;
  • CV and P11, indicating all past experiences from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  • Brief description of why the individual considers themselves as the most suitable for the assignment;
  • Technical Proposal, a maximum 2-page document that briefly explain the approach and method to be utilized for delivering the expected results within the indicated timeframe.  
  • Methodology on how they will approach and complete the assignment.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs (inclusive professional fee and other incidentals) per deliverable. Please note that the contract price is fixed regardless of changes in the cost components.

Criteria for selection of the Best Offer
Combined Scoring method – where the qualifications and methodology will be weighted a max. of 30 % and combined with the price offer which will be weighted a max of 30% and P11 or CV will be 40%.

Required Skills and Experience

Education: 

  • University degree in the field of civil or architectural engineering;

Experience:

  • Engineering/architectural projects of minimum 5 years is a requirement;
  • Previous work with international organization on project design, design verification, and tendering of works is a strong asset;
  • Willingness and ability to be vetted by the security service in order to receive the necessary access and security clearance;
  • Possession of one or more appropriate license(s) in the field of civil/architectural engineering issued by the appropriate institution.

Language:

  • Fluency in English and Albanian languages is a requirement.

Other:

  • Proficiency in Microsoft Word, Excel, AutoCad.
