Background

The Support to Anti-Corruption Efforts in Kosovo (SAEK II) Project, through an innovative and holistic approach towards anti-corruption, aims to strengthen institutional transparency, accountability and integrity, with a particular focus on empowering citizens through the latest technological tools, access to information, and open participation in decision-making processes.

The project’s main objective is to strengthen institutional transparency, accountability and integrity, with a particular focus on empowering citizens and access to information.
An inclusive approach in addressing both of these areas will ensure that the overall impact of the intervention is achieved: institutions with strengthened capacities will be able to better perform their functions and mandate, also due to the increased demand of the public for transparency and accountability, which will result in the desired change; lower corruption, increased public trust and decreased perception of corruption.

The Committee on Legislation is tasked with oversight and monitoring of the activities of the KAA. Annual reports of the KAA are submitted to the Committee whereby the Head of KAA presents the findings in a session open to the public.  SAEK II supports the capacity development to the Committee for oversight of the Anti-Corruption Agency, corruption proofing of legislation as well as strengthening cooperation of the Committee with CSOs and the media.

Objectives of Assignment
Provide support to the Committee on Legislation to ensure smooth review of anti-corruption legislation and policies.

Duties and Responsibilities

The junior legal expert, under the direct supervision of the Project Manager will deliver the following:

  • Assist in the review of draft-laws within the scope of anti-corruption, and, based on the corruption-proofing methodology for Kosovo
  • Provide legal research upon the request of Committee on Legislation members regarding draft-laws, Kosovo’s Anti-corruption Strategy and Action Plan, the KACA’s reports to the Committee
  • Contribute to preparation of meetings of the Committee, Sub-committee meetings pertaining to anti-corruption issues
  • Provide support to the organization of GOPAC Chapter meetings including conducting legal research and drafting minutes of meetings
  • Prepare monthly reports and other periodical reports, as requested by SAEK II Project Manager
  • Coordinate SAEK II support activities to the Assembly of Kosovo
  • Assist in in drafting legislation as required

Expected Results

  • Assist in the review of anti-corruption draft-laws
  • Review anti-corruption draft-laws in accordance with the Kosovo corruption proofing of legislation
  • Provide support on finalising the UNCAC Report
  • Prepare analyses of draft-laws
  • Participate in regular meetings with the Chair and/or members of the Committee on Legislation
  • Coordinate SAEK II support activities to the Assembly of Kosovo and prepare monthly reports and other periodical reports
  • Provide assistance in drafting legislation as required

Remuneration - Lump Sum Amount
The Contract is based on a lump-sum remuneration, monthly, subject to submitting a four weeks report summarizing the work done, cleared by direct supervisor in UNDP.

Recommended Presentation of Offer
The following documents are required to be submitted:

  • Personal CV and P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Offeror and at least three (3) professional references;
  • Confirmation of availability and Brief description of why the individual considers him/herself as the most suitable for the assignment;
  • Financial Proposal that indicates the all-inclusive fixed total contract price (all-inclusive lumps sum upon submission of four weeks report);

Criteria for Selection of the Best Offer
Please note that the criteria for selection of the best candidate that shall be utilized is the combined scoring method – where the technical part based on the P11/ CV and the interview will be weighted a max. of 70% (40% for the P11/ CV and 30% for the interview), and combined with the price offer which will be weighted a max of 30%.

Required Skills and Experience

Education:

  • BA Degree in Law
  • Additional legal education trainings will be considered an asset

Experience:

  • Minimum 3 years of experience with a public institution, legal practice, international organization
  • Familiarity with corruption proofing of legislation is an asset
  • Familiarity with the anti-corruption legal and institutional framework, practices and legislation

Language requirements:

  • Fluency in Albanian and English. Serbian knowledge an asset
