Background

There is an inextricable link between peace and development evident in peaceful societies, with a strong societal feeling of safety and security as well as confidence in rule of law. The Global Goals of Agenda 2030 acknowledges the link between arms regulation and development as well as between illicit trafficking in arms and organized crime. During the last 10 years UNDP has supported central and municipal institutions in making Kosovo a safer place for everyone by strengthening small arms control. Tailoring global approaches to Kosovo’s context, UNDP initially supported the drafting of the strategic, legislative and regulatory framework and established processes in the field of Small Arms and Light Weapons control. The same approach was extended to other security related areas such as civilian use of explosives and oversight over private security services, police and other authorized security institutions, as well as to community policing, intelligence led policing, protection of critical infrastructure, crime prevention, school safety and in the field of prevention of violent extremism and cyber security.

KSSP’s objective is to increase public safety for all inhabitants through finding local solutions for local problems while also supporting central level institutions. This integrated approach will lead to policies and legislation as well as implementation mechanisms in line with international standards, increased capacity to address potential risk and threats coming from illegal weapon and explosives possession, potential access to them by violent extremists, as well as minimization of their impact at the domestic, regional and global level. 

In addition to strengthening the legislative and policy frameworks, our partnerships and interventions included individual capacity development of police officers, civil servants and local communities and individuals to make sure we built the conditions for sustaining the achieved results contributed in developing best practices in the region on the Firearm Focal Point, which currently is considered as a best practice in the Western Balkans region and beyond.

Kosovo has made significant progress in the field of security and safety in recent years. International support, capacity strengthening, and continuous development of law enforcement institutions have succeeded in considerably improving  security and law-enforcement  institutions in Kosovo. Nevertheless, a number of threats still remains which UNDP, through KSSP project, is trying to address. 

Duties and Responsibilities

Under the direct supervision of the Project Manager, Project Associate will execute duties and responsibilities outlined below: 

1. Administration, HR and operations work:

  • Liaises with HR and/or Finance on payroll (change of COAs, checking the information, etc.); Responds to all the requests from Operations on KSSP;
  • Participate in the interview process as secretary of the panel, contact candidates and ensure that supporting documents are completed for submission of the request for contract to UNDP Kosovo office; 
  • Leave monitor for project personnel;
  • Submit to UNDP Kosovo HR unit on monthly basis information on absence monitoring (attendance cards);
  • Maintain and file records, documents and work plan for the monitoring of project implementation;
  • Assist with organizing events and arranging meetings and missions; coordinate travel arrangements;
  • Provide translation for project needs;
  • Prepare requests for contracts for project staff, including short-term consultants, in compliance with UNDP HR rules and procedures; provide HR office with necessary information on a timely manner.

2. Finance and budget preparation, maintenance and oversight:

  • Manage project finances ensuring effective use of resources and compliance with UNDP rules and procedures; 
  • Generate regular financial reports as required by the donor and/or UNDP;
  • Properly control the supporting documents for payments of beneficiaries and operational expenditures;
  • Prepare, review and update the procurement plan; 
  • In cooperation with the project manager and project officer(s) lead the procurement processes and preparation of the necessary documents. 

3. Overall project implementation support:

  • Assistance in drafting activity reports, monthly reports, and quarterly reports; 
  • Assistance in drafting ToRs on a need to basis; 
  • Jointly with project officer(s) undertake project visits, monitor activities and ensure compliance with UNDP rules and procedures; 
  • Facilitate communications between UNDP Kosovo and various stakeholders (e.g. MIA, Kosovo Police, municipalities, CSOs) to achieve results of the project in an effective and efficient manner;

Impact of Results 

  • The work quality of the Project Associate has a direct impact on the implementation of the project and the achievement of planned results. Specifically, planning, implementation and coordination of project activities and resources (human, financial, material assets etc.) have an impact on the achievement of expected results in compliance with UNDP’s administrative, logistics and finance rules, regulations and policies.

Required Skills and Experience

Education:

  • Secondary education with specialized/specific trainings in finance, accounting, or business administration. University Degree in Finance, Accounting, Business or Public Administration will be a distinct advantage.

Experience:

  • Minimum 5 years of relevant experience as per areas of responsibility of which a minimum of 3 years on preparing and managing budgets and project finances;
  • Proven ability to oversee and manage budgets for complex projects with diverse range of partners;
  • Experience in budget preparations, monitoring and tracking expenditures;
  • Ability to network and liaise with counterparts;
  • Experience with UN financial systems a distinct advantage;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web-based management systems.

Language requirements:

  • Fluency in both verbal and written English. 
  • Fluency in verbal and written Albanian is required. Knowledge of Serbian language is desired.
