Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women maintains a large presence throughout Europe and Central Asia region, covering 14 countries with programme presence in Kosovo (under UN Security Council Resolution 1244). Placing women's rights at the center of all its efforts, the UN Women leads and coordinates the United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

In the period 2019-2021, UN Women programme office in Kosovo will be working towards selected Development Results (DRF):

  • Ending Violence Against Women: decreased prevalence of violence against women and girls in Kosovo; 
  • Promoting Peace and Security in Kosovo, shaped by women’s leadership and participation.  

The Development Results Framework (DRF) for Kosovo will be implemented in the framework of the Strategic Plan for Europe and Central Asia 2018-2021 of the UN Women Regional Office in Istanbul, Turkey. 
Under the impact areas mentioned above, UN Women is working with different local, and international partners, including UN, at central and local levels and civil society organisations, in the framework of several projects, some of which are ongoing and others expected to be undertaken in the forthcoming period. 
UN Women continues to provide advisory services and coordination support to the UN Development Coordinator and the UN Kosovo Team in the field of gender equality and women’s empowerment, including around joint programming, gender mainstreaming, improved accountability and partnership building. 

Under the direct supervision and overall guidance of the Head of Office, the Finance Analyst is responsible for providing support and ensuring smooth project implementation and execution of services within the projects executed/ implemented by UN Women Project Office in Pristina, compliant with the standards, financial regulations and rules, policies and procedures of UN Women.
The Finance Analyst works also in close collaboration with the programme and operations teams in the UN Women ECA Regional Office to resolve complex project-related issues and information delivery.

Duties and Responsibilities

1. Coordinate the financial planning, analysis, and provision of services to the PP in accordance with UN Women internal control framework, rules, regulations, policies and procedures

  • Review and/or verify financial transactions/activities, recording/reporting system and audit reports. Co-ordinate with RO on suggestions for amendments;
  • Review financial business processes and use of Atlas system to ensure accurate and complete reporting of financial transactions by UN Women staff in accordance with the Internal Control Framework and Delegation of Authority and the timely flow of financial information in UN Women for management, monitoring and oversight purposes;
  • Analyze and oversee all financial resources managed by the PP and provide high-quality professional advice on financial issues to the PP management, as necessary;
  • Assist with financial risk assessment reviews for the PP, by identifying areas of risk and providing recommendations and action plans for addressing issues raised.

2. Coordinate the monitoring and oversight of financial systems in accordance with UN Women rules, regulations, policies and procedures 

  • Monitor financial systems and reports for unusual activities, transactions, investigate anomalies;
  • Coordinate the PP timely completion of their Month-end Instructions Checklist and Year-end Instructions Closure Checklist;
  • Review Implementing Partner advance procedures and test against UN Women policies to ensure compliance.  Investigate and follow up on any anomalies for timely action and resolution, as necessary;
  • Review all contractual arrangements with suppliers of goods and services to ensure that the financial terms and conditions of all contracts are being adhered to by the suppliers of goods and services;
  • Report to Head of Office and Regional Operations Manager case of non-adherence for timely action and recommendations for actions/decisions, as necessary;
  • Respond to questions and provide analysis as requested to the Regional Office.

3. Coordinate financial reporting in the PP in accordance with UN Women rules, regulations, policies and procedures 

  • Track and report contributions within the resource mobilization efforts, including pipeline, contracted and overdue and future milestones.  Review contributions receivables and provide information to Operations Manager for follow up, as necessary;
  • Write ad hoc financial Donor and other reports as requested;
  • Follow up and/or take prompt action to respond to audit and other findings on financial management.

4. Coordinate the audit process in accordance with UN Women rules, regulations, policies and procedures 

  • Coordinate the pre-audit preparations for financial management of the PP to be audit ready and complete the pre-audit checklist.  
  • Contribute technically to the training in the PP as part of the training plan or requirement of pre-audit preparations or as otherwise determined by Operations Manager or Deputy Director for Financial Management;
  • Write responses to internal and external audit inquiries and other findings related to financial management for review/approval by Operations Manager and Head of Office for Financial Management ;
  • Plan and track expenditures and performance audit of financial resources, including extra-budgetary income.

5. Coordinate programme/ project budgets in accordance with UN Women rules, regulations, policies and procedures

  • Coordinate all financial resources of programmes/ projects through planning, guiding, monitoring and controlling of the resources;
  • Prepare and monitor budgets of management projects;
  • Analyze and report on the budget approvals and the delivery situation of management projects; 
  • Contribute to the proper mechanisms to eliminate deficiencies in budget management;  
  • Submit financial information for timely preparation of donor reports;

6. Participate in knowledge management and capacity building 

  • Identify, participate in the development and/or recommend enhancement/updates/improvement in Atlas financial modules for better business practices and controls in the PP;
  • Capture, synthesize and/or codify lessons learned and best practices in the PP support and financial management and services. 

7. Financial tasks, approving and certifying function

  • Oversee that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; travel claims, and other entitlements are duly processed; 
  • Implement timely corrective actions on unposted vouchers, including the vouchers with budget check errors, matching exceptions, unapproved vouchers; 
  • Provide timely response to RO and HQ requests to resolve financial data issues;

The objective of this position is to ensure results oriented, effective, efficient and accountable implementation of activities and achievement of development and organizational effectiveness results for UN Women in Kosovo, with focus on Impact Areas 3, 4 and Output clusters 1,2,3,4.

Functional Competencies

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in accounting or finance is required. 
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience:

  • At least 2 year of professional work experience at national or international level in in finance and operations is required
  • Demonstrated financial experience using an ERP financial system. 
  • Demonstrated experience in providing financial and budget support to programmes/projects
  • Demonstrated experience at developing detailed financial reports for senior management.
  • Demonstrated knowledge of IPSAS/IFRS.
  • Experience in the usage of computers and office software packages (MS Office, etc) and advanced knowledge of spreadsheet and database packages, experience in handling of web-based management systems
  • Working experience within the UN system or other international organizations will be considered as an asset.
  • Financial experience using an ERP financial system is considered an asset. 
  • Demonstrated experience at developing detailed financial reports for senior management.
  • Demonstrated experience using an online web-based management System is an asset

Language Requirements:

  • Excellent knowledge of written and spoken Albanian, and English is required. Knowledge of Serbian language is considered an asset.
