Programme Analyst

UN-Water is the United Nations (UN) inter-agency coordination mechanism for all freshwater related issues. It was formally established in 2003 building on a long history of collaboration in the UN family. It currently counts 31 UN agencies and organizations as Members and 38 international Partners. UN-Water complements and adds value to existing UN initiatives by facilitating synergies and joint efforts among the implementing agencies. In doing so, UN-Water seeks to: (a) improve the coherence in UN system actions at all levels, and in particular at the country level; (b) contribute to the global policy debate on water-related issues through active participation in global policy fora and events and the production of assessments and policy briefs; (c) contribute to increased knowledge on water-related issues through relevant monitoring and reporting mechanisms and by serving as an entry point for water-related indicators, data and information; and (d) identify emerging issues related to global water challenges and provide a platform for UN system strategic discussions on how to prepare for and cope with them more effectively. The incumbent is part of the UN-Water Management Team and works under the direct supervision of the UN-Water Programme Officer in providing administrative and technical support to the activities of UN-Water.

Work implies frequent interaction with the following: staff in the UN-Water Management Team; relevant staff in UNOPS; relevant staff in UN-Water Members and Partners; contractors and consultants.

UN-Water Meetings:

• Provide technical and administrative support to the organization of the bi-annual UN-Water Meetings.
• Prepare draft agenda with inputs from the Programme Office and circulate draft agenda to Management Team for comments
• Follow up late submissions individually
• Prepare meeting package for Members and Partners for review by Programme Officer
• Support to the UN-Water Programme Officer on the implementation of recommendations and decisions made at the UN-Water Meetings, particularly the activities that fall under the UN-Water Technical Advisory Unit’s purview
• Other technical assistance requested by the Programme Officer or other Technical Advisory Unit staff

Technical Support to UN-Water Initiatives:

• support the UN-Water Programme Officer on the implementation of recommendations and decisions made at the UN-Water Meetings.
• Provide technical and administrative support to the work of Expert Groups and Task Forces, particularly the Expert Group on the 2030 Agenda.
• Undertake background research and prepare analytical concept notes inform the work of UN-Water Task Forces or Expert Groups on ongoing basis;
• Participate in UN-Water Task Force and/or Expert Group meetings which take place quarterly;
• Undertake actions as requested by the Task Force and Expert Group coordinators
• Providing UN-Water Expert Groups and Task Forces with information resulting from relevant intergovernmental processes taking place at United Nations headquarters in New York

UN-Water Publications:

• Assist in the preparation of UN-Water related reports in response to the requirements of the General Assembly, the Secretary General and other governing bodies.
• Contribute to the preparation of UN-Water Work Programmes and Annual Reports by preparing outlines and gathering content.
• Contribute to maintaining high-quality UN-Water products.

UN-Water Outreach Activities:

• Assist in organization of UN-Water related side events in relevant international meetings and conferences to raise awareness about UN-Water activities and initiatives.
• Represent UN-Water in relevant international meetings as requested.
• Attend and report on relevant meetings for UN-Water, as directed
• Prepare and feed content on New York based events to the UN-Water communications team

Perform other related duties as required, including a variety of administrative tasks necessary for the final delivery of UN-Water services.

• The agenda, annotated agenda and background documents are well organized and circulated with sufficient notice, the final meeting reports of the meetings are completed and circulated as per schedule
• Evidence of support on all recommendations and decisions of the UN-Water Meetings for which the UN-Water Management Team is responsible have been implemented in a timely fashion; Task Forces and Expert Groups (i.e. 2030 Agenda Expert Group and Water Action Decade Implementation Task Force) properly supported
• Inputs requested by associated entities delivered and welcomed; outlines of UN-Water Annual Reports delivered on time along with support provided for the entire drafting and design process
• WWD and WTD campaigns supported in New York with positive feedback from UN-Water Members; Opportunities to amplify UN-Water’s impact identified and communicated; content provided for UN-Water website and social media outreach

Education

Minimum requirement of a university degree (Bachelor’s degree or equivalent) in international affairs, sustainable development, economics, public policy, social sciences, geosciences, hydrology, hydraulic engineering or sanitary engineering, or related fields.

Work Experience

• A minimum of two years of progressively responsible professional experience in water-related fields is required.  
• Experience in good networking and report writing experience, organising inter-agency or multi-stakeholder meetings around complex issues is required.
• Working experience in the UN system is an asset.
• Experience in managing water-related networks is considered an advantage.

• Contract level: International Specialist Level 1
• Contract duration: ‘Open-ended part-time (50%), subject to organizational requirements, availability of funds and satisfactory performance.
