Lloyd Doggett

Lloyd Doggett, born 1946, is a Democratic member of the United States House of Representatives, representing the 25th district of Texas, extending from Travis County, Austin, to Bexar County San Antonio.

Background

At the University of Texas in Austin, Doggett was elected Student Body President in 1967 and graduated first in his class from the College of Business Administration. Later, he graduated from the UT School of Law with honors, while serving as an associate editor of the Texas Law Review. Elected to the Texas Senate, he became known for his untiring work ethic.

Doggett’s wife, Libby, serves as Director of an initiative at the Pew Charitable Trusts to promote smart state policies and investments in quality, home-based programs for new and expectant families.

Consumer activist

In the early 1970s, consumer activist Lloyd Doggett helped draft Texas' Consumer Protection Act.

Texas State Senate

In 1973 Doggett was elected to the Texas State Senate.

“Killer Bees”

Members of the “Killer Bees,” a group of 12 Democrats who hid out in Austin for five days in 1979 to break a Senate quorum, playfully restrain Gene Jones in a secluded West Austin garage apartment the day they went into hiding. Most of the state senators still had on their ties, expecting the quorum break to be short. Congress

Doggett is ranking Member of the Subcommittee on Human Resources, which has jurisdiction over issues that relate to child care, child and family services, child support, foster care, adoption, and unemployment compensation.

As a senior member of the House Ways and Means Committee, Rep. Doggett has been a vocal advocate for tax code reform and has sought to close tax loopholes that favor large corporate interests to the detriment of small businesses and individual taxpayers. He was featured in a CBS News 60 Minutes segment by Lesley Stahl and on MSNBC’s Morning Joe regarding his longstanding efforts to address multinational corporate tax abuse. He has also been a leading advocate of budget scrutiny of “tax expenditures” made available through preferential treatment in the Tax Code.

Resolution condemning socialism

Fedrary 2, 2023 House Republicans moved a Resolution condemning socialism and certain dictators.

The Resolution began:

Whereas socialist ideology necessitates a concentration of power that has time and time again collapsed into Communist regimes, totalitarian rule, and brutal dictatorships;

Whereas socialism has repeatedly led to famine and mass murders, and the killing of over 100,000,000 people worldwide;

Whereas many of the greatest crimes in history were committed by socialist ideologues, including Vladimir Lenin, Joseph Stalin, Mao Zedong, Fidel Castro, Pol Pot, Kim Jong Il, Kim Jong Un, Daniel Ortega, Hugo Chavez, and Nicolás Maduro;

Eighty six Democrats voted no. Forteen voted "present" and six didn't vote.

Representative Lloyd Doggett voted "Nay".

Pro-Hamas 'Ceasefire' Letter by Troy Carter

On December 1, 2023, Representative Troy Carter wrote a letter signed by ten members of congress demanding that Joe Biden use his "immense influence" to convince Israel stop their campaign against the terror organization Hamas in the wake of the terror attack on October 7, 2023. The letter mentioned the goal of a "two-state solution" three times. "We urge you to use your immense influence and the full power of your office to continue negotiations and extend the bilateral pause beyond tomorrow so that both sides can build towards a bilateral ceasefire and, ultimately, a two-state solution." The letter called for a euphamistically named "ceasefire" mirroring the Ceasefire Now Resolution introduced in the House on October 16, 2023 and initiated by Cori Bush, Rashida Tlaib, Summer Lee, and Delia Ramirez:

WASHINGTON, D.C. – Today, Congressman Troy A. Carter, Sr. (D-LA) led 10 Members of Congress in sending a letter to President Biden, calling for him to support a bilateral ceasefire in the ongoing Middle East conflict.

Chile

Lloyd Doggett has a long history with Chile.

Chile trip

Renato Espinoza came to Texas in 1963 through an exchange program administered by the University of Texas International Office. (Democratic Congressman Lloyd Doggett, Dave McNeely, Ricardo Romo, Carol Keeton Rylander, Lowell Lebermann, Dave Oliphant, John Wheat, Sara Speights, and former Observer editor Kaye Northcott were among the Texans who traveled to Chile as part of the program. Alice Embree was a participant in the last exchange in 1967.)

Funded by the U.S. State Department, the program was buffeted by political change in both Chile and the United States. The Chileans were student leaders in parties of the left and right. They asked Texans questions about Vietnam and civil rights and got answers that weren’t always welcomed by the State Department or UT administrators.

Clinton/Pinochet letter

On October 21, 1998, many Members of Congress wrote a letter to President Bill Clinton, urging him to release information to a Spanish judge investigating former Chilean President Pinochet for alleged crimes committed during and after the overthrow of the Marxist Allende government.

The October 17 arrest of General Augusto Pinochet in London is a good example of how the goals you outlined in your anti-terrorism speech at the United Nations can be put into practice. Indeed, when the rule oflaw is applied to combat international lawlessness,humanity's agenda gains...we call upon you to ensure that the U.S. government provides Spanish Judge Baltasar Garzon material related to Pinochet's role in international terrorism -- material and testimony that the U.S. government has thus far withheld.

Clinton/Chile letter

February 24, 2000, 31 members of the U.S. House of Representatives have sent a letter to President Clinton requesting full U.S. cooperation with the Spanish case against former Chilean General Augusto Pinochet, a thorough investigation into the car-bomb assassination of Orlando Letelier and American citizen Ronni Moffitt, and the release of all U.S. documents pertaining to human rights abuses in Chile.

Green New Deal for Public Schools

Exciting news: just weeks after Austin DSA began our local campaign for a Green New Deal for Public Schools, Rep. Lloyd Doggett has signed onto this important legislation! Just like our successful 2019 campaign to get Doggett to sign onto Medicare for All, this victory is a testament to the power regular working people have when they organize around popular demands. We all know that getting one elected official to put their support behind a bill is just the first step, however. We can’t trust powerful people to deliver gains for the working class on their own. If we want massive public investment in rebuilding and retrofitting public schools and the creation of millions of union jobs in the process, we’re going to have to win it ourselves.

Lloyd Doggett, the chair of the Health Subcommittee of the Ways and Means Committee, and member of the Budget Committee, has co-sponsored H.R. 1384, the Medicare for All Act of 2019. This is the first time Doggett has sponsored single-payer legislation, and it marks a major turning point in our campaign.

Alongside coalition partners like NNU and The Texas Organizing Project, our own Austin DSA played a major role in pressuring Doggett to stand on the side of workers and not insurers. For well over a year, Austin DSA has run a targeted campaign, incorporating a number of tactics, to apply pressure and force Doggett to sign on to Medicare For All, with San Antonio DSA serving as a crucial partner in the fight.

Hundreds of DSA members from Austin to San Antonio participated in this campaign in some way:

Since early 2018, DSA members went door to door talking to working-class people in Doggett’s district about single-payer.

• They held educational events and town halls on Medicare For All.
• They crashed his fundraisers and public events.
• They created videos highlighting the healthcare horror stories of people in his district to circulate on social media.
• And they engaged a growing number of allies in organized labor and progressive politics to turn up the heat.

Doggett’s sponsorship is especially important because he sits on the powerful Ways and Means Committee which Medicare for All must pass on its way to floor vote in the House.

Doggett’s co-sponsorship could have a domino-like effect but only if we take advantage of our momentum. The path to single-payer is real and that path runs through mass politics. No great reform is brought about without the pressure of organized and mobilized working people. Our success depends on an army of campaigners knocking doors, bird-dogging politicos, educating in town-halls and agitating in our unions. As we pressure legislators to endorse Medicare for All we are creating a litmus test: Will they stand with the insurance oligarchs or workers? Will they stand with their donors or their constituents? The rich or the rest of us?

Doggett is just the start. This is our power and it’s time to build it.

NNU pressure

October 2019 National Nurses United’s long-running campaign to garner congressional support for Medicare For All has won several key lawmakers – Reps. Adam Smith, D-Wash., Lloyd Doggett, D-Texas, and Hakeem Jeffries, D-N.Y. – to the cause.

Signing up Doggett is important. He chairs the House Ways and Means Health subcommittee, which co-writes medical care legislation on that side of Capitol Hill. NNU will now concentrate on members of his panel and on a recalcitrant Rep. Frank Pallone, D-N.J., who chairs the other key panel for health care bills, the Energy and Commerce Committee.

Chicago radical Marilyn Katz founded MK Communications, Inc., a public-relations firm bearing her initials. The firm's clients have included the ACLU, Amnesty International, Chicagoans Against War & Injustice, the Harold Washington 1983-1987 Mayoral Campaign, AND Lloyd Doggett’s 1984 Senate Campaign.

"Dirty Thirty"

A vocal opponent of the Vietnam War, Bill Aleshire applied for, and got, conscientious objector status, an issue that he says caused more than a little conflict with his military officer father. Part of the work he did as community service in lieu of military service was to work in the Texas Legislature. He worked as a volunteer for The Dirty 30, a group of reformist legislators that included Reps. Sissy Farenthold and Lloyd Doggett, among others.

Supported by Council for a Livable World

The Council for a Livable World, founded in 1962 by long-time socialist activist and alleged Soviet agent, Leo Szilard, is a non-profit advocacy organization that seeks to "reduce the danger of nuclear weapons and increase national security", primarily through supporting progressive, congressional candidates who support their policies. The Council supported Lloyd Doggett in his successful House of Representatives run as candidate for Texas.

Anti nuclear waste campaign

Paul Wellstone was back in Texas in 1998, responding to requests from a coalition of groups in West Texas, Wellstone became the Senate’s greatest single obstacle to a plan that would have made the tiny town of Sierra Blanca the nation’s next nuclear waste dump.

Wellstone was the only U.S. Senator to stand with members of the Texas House delegation and residents of Sierra Blanca in opposition to the Sierra Blanca site. He joined Lloyd Doggett, Ciro Rodriguez, Silvestre Reyes, and Sierra Blanca Catholic pastor Rev. Ralph Solis at a Capitol press conference called by opponents of the Sierra Blanca dump.

Echkhardt's Funeral

At former Congressman Robert Eckhardt's funeral Nov. 17 2001, writer Molly Ivins, Rep. Lloyd Doggett, and AFL-CIO President Joe Gunn, among many others, eulogized the man Gunn remembered as having fought heroically for Texas working people, of having always defended the principle that "dignity is a right, not a privilege."

Colombia Support Network letter

In 2002, the Colombia Support Network organized a :dear colleague" letter to President Andres Pastrana Arango, of Colombia, through Ned Steiner, a staffer in Rep. Sam Farr's office.

The letter called on President Pastrana to end a military blockade on the Colombian town of San Jose de Apartado, a sister community of Madison Wisconsin, where the Colombia Support Network is based.

We write to you to bring your attention to the humanitarian crisis facing the civilian population of the Peace Community San Jose de Apartadó and its outlying settlements.

We urge the appropriate authorities of your government to dismantle the paramilitary checkpoint on the road between San Jose and Apartadó, ensure the continued safety of the road, and fully investigate recent threats and attacks on the Peace Community.

The Peace Community San Jose de Apartadó and its settlements, including the village of La Union, receive the permanent accompaniment of international organizations.

These include Peace Brigades International (PBI), as well as the U.S. Fellowship of Reconciliation (FOR), which currently has two US citizens in La Union. We support the work of these two respected organizations as well as the Peace Community in its effort to build a non-violent alternative to the conflict.

Representatives who signed the Colombia Support Network inspired letter in 2001 included Lloyd Doggett.

2006 letter to Condoleezza Rice on Colombia

Alleged Colombian Army killings prompted Fellowship of Reconciliation to work with Representative Sam Farr to forge a response that would impact the 17th Brigade, the unit allegedly responsible for the violence against San José de Apartadó and communities throughout northwestern Colombia.

As a result, Reps. Sam Farr and Jim McGovern, wrote a letter to their colleagues in Congress urging them to join in calling on Secretary Condoleezza Rice to cut funding for the Colombian military.

2009 letter on Colombia

From November 6th through December 7th 2009, a letter calling for change in U.S. policy towards Colombia was circulated through the House of Representatives. This letter called for a decrease in U.S. aid for Colombia's military and an increase in support for human rights and humanitarian efforts. The initiators of this letter were —Representatives James McGovern, Jan Schakowsky, Donald Payne, and Mike Honda.

Dear Secretary of State Clinton,

The FY 2011 budget will contain the twelfth year of a major aid package to Colombia—an aid package originally slated to phase out after six years.

After eleven years, it is time to scale down assistance for Colombia's military and more systematically "Colombianize" such programs, within both the State Department and Defense Department budgets.

The Populist Caucus was founded on February 11, 2009 in the United States House of Representatives by Democrat Bruce Braley of Iowa. The caucus originally included 26 other Democrats in the House, including Lloyd Doggett.

Peace Pledge Coalition

In 2007 90 Members of Congress, pledged in an open letter delivered to President Bush: "We will only support appropriating funds for U.S. military operations in Iraq during Fiscal Year 2008 and beyond for the protection and safe redeployment of all our troops out of Iraq before you leave office." The letter was initiated by the Peace Pledge Coalition. Castro stumps for votes at Stonewall Dems meeting

Congressman Lloyd Doggett (D-Austin) and State Representative Joaquin Castro (D-San Antonio) appeared before members of Stonewall Democrats of San Antonio on August 15. 2011 to pitch their campaigns for the newly created Congressional District 35, which will run from San Antonio’s Southside to the south side of Austin.

District 35 is one of four new congressional districts awarded to Texas as the result of the 2010 census and is designated as an “Hispanic opportunity” district.

Doggett, accompanied by County Commissioner Tommy Adkisson, spoke first and touted his outspoken criticism of Governor Rick Perry as well as his liberal voting record in Congress the past 16 years. He acknowledged voting for the Defense of Marriage Act in 1996 and said that attitudes have dramatically changed on same-sex marriage since then and would vote to repeal DOMA today.

Doggett also cited his high congressional scorecard rating with the Human Rights Campaign on LGBT issues. He labeled a recent PlazaDeArmasTX.com article questioning his lack of support for openly gay U.S. attorney candidate Robert Pitman as a “smear campaign” and explained that he and other Texas Democrats in Congress were supporting Hispanic candidates for this post and that he congratulated Pitman after President Obama announced his appointment.

Pro Wisconsin union rally

MoveOn.org organized a rally, in support of Wisconsin workers, February 26, 2011.

A crowd of about 1,000 listened to music led by Bill Oliver and friends. Texas Democratic Congressman Lloyd Doggett addressed the crowd, as did former Texas Agricultural Commissioner and populist pundit, Jim Hightower. Austin’s demonstration was one of many throughout the country and coincided with the largest turnout in Madison to date. More than 70,000 demonstrators gathered in Madison despite freezing temperatures.

Southwest Workers Union hosted an International Workers Day Celebration Tuesday, May 1st 2012, at 1412 E. Commerce, San Antonio.

Socialist financial plan

Sept. 30, the day after the original bailout compromise went down in flames. The progressive Democrats placed a new plan—the “No BAILOUTS Act” (Bringing Accountability, Increased Liquidity, Oversight, and Upholding Taxpayer Security)—on the table that John Nichols of The Nation says “would impose a securities tax equivalent to one quarter of one percent of profits and empower the Federal Deposit Insurance Corporation to deal more effectively with bank failures.”

The bill—sponsored by US Reps. Peter DeFazio(D-Ore.), Marcy Kaptur (D-Ohio), Robert Scott (D-Va.), Elijah Cummings and Donna Edwards (both D-Md.), Lloyd Doggett (D-Texas), Mazie Hirono (D-Hawaii) and Rush Holt, Jr.,(D NJ) —would change the way securities are valued, applying “an economic value standard to measure the capital of financial institutions,” as opposed to a market standard, an increase in the federal deposit insurance maximum and other accounting measures designed to create breathing room. It also would require the Federal Deposit Insurance Corporation to purchase certificates that would be repaid.

“What I’m proposing is to use both market discipline and regulatory functions at virtually no cost to taxpayers to unclog the arteries of commerce so banks can begin lending again,’’ DeFazio said, according to The Oregonian.

In a letter introducing the plan, he said that Congress needed to “take swift, uncomplicated steps to ensure the financial markets return to working order. After that, we can work to resolve the housing crisis and pass effective job stimulus.”

Andy Stern, president of the Service Employees International Union, said the plan would “restore confidence in the financial markets without writing a blank check to the same Wall Street banks and CEOs who got us into this mess.”

“This is an important, short-term solution that protects taxpayers and their savings accounts,” he added. “To revive the economy over the long-term, we must address rising unemployment, stagnant wages, the healthcare crisis, and a tax system that is tilted in favor of the wealthy.”

DeFazio and the SEIU acknowledge that this is just the first step toward fixing the economy. Once a progressive rescue plan is in place, the Democrats create a rescue plan for homeowners facing foreclosure, enact a public works and green energy stimulus to get people working, fix the nation’s infrastructure and refocus the nation’s economy on sustainable principles.

Multimillion Dollar Corporate Bonuses Act

Congressional Letter for Neutrality, 2014 Salvadoran Elections

On Monday December 16, 2014 Reps. Juan Vargas (D-CA), Mike Honda (D-CA) and Mark Pocan (D-WI) sent a letter to Sec. of State John Kerry – signed by 51 Members of Congress – calling for a public statement of neutrality by the State Department before the first round of El Salvador’s presidential elections on February 2, 2014.

The letter, , highlighted several “important steps” that the current government has taken to “strengthen its democratic system and expand the right to vote to all citizens,” including those living outside of the country, who will be voting by absentee ballot for the first time in February. Since the election of Mauricio Funes, the first President from the Marxist Farabundo Martí National Liberation Front (FMLN) party, the government has increased the number of polling places four-fold to increase accessibility, especially in rural areas.

“We’re glad to see so many Members of Congress expressing respect for the right of the Salvadoran people to determine their own future. That’s an attitude that’s sorely lacking in much of the US’ policy in Central America, especially with regard to economic policy,” said Alexis Stoumbelis, Executive Director for the pro-communist Committee in Solidarity with the People of El Salvador (CISPES), in Washington, DC, which has observed every post-war election in El Salvador, starting in 1994.

More than 120 people rallied on San Antonio's West Side on July 4 2012, to call for expanded immigration rights before marching along a nearly 2-mile route to observe what they said was the historic meaning behind Independence Day.

“When the founding fathers made the statement, ‘life, liberty and the pursuit of happiness,' they meant it for all,” said Jaime Martinez, founder and board president of the Cesar E. Chavez Legacy and Educational Foundation and a march organizer. “We are not second-class citizens.”

The march began with a rally at the Guadalupe Theater, where speakers included Bexar County Sheriff Amadeo Ortiz, Democratic congressional candidates Lloyd Doggett and Joaquin Castro and Texas Communist Party affiliate Patti Radle, a West Side community leader and San Antonio school district trustee.

The march was one of several events organized nationwide to promote the “Viva El Pueblo Latino” procession to the Lincoln Memorial on Sept. 15 in Washington, D.C.

The Cesar E. Chavez Legacy and Educational Foundation took over the US capitol Friday afternoon September 14, 2012. 2014 César E. Chávez March for Justice

In March 2014, the Cesar E. Chavez March for Justice made its imprint on the city with 25,000 people marching from the West Side to the Alamo, the largest crowd in the history of the event.

“We're marching for a purpose. People are coming together to empower (each other),” said longtime labor activist Jaime Martinez, founder of the Cesar E. Chavez Legacy and Educational Foundation.

As grand marshal, University of Texas at San Antonio President Ricardo Romo led the 2.5-mile procession to Alamo Plaza, where the convoy was greeted by live music and a troupe of feathered dancers.

U.S. Rep. Lloyd Doggett, D-Texas, said he was inspired to see thousands of people rallying to advocate changes to federal immigration policy.

“The (immigration) bill has been sitting in Congress since last June. They are wasting their time in Washington,” he said, calling for the White House and Congress to act on deportations. “We believe in family values, and we want to see them stay together. We must not take no for an answer.”

Doggett was joined onstage by Martinez, U.S. Rep. Pete Gallego, D-Texas, and LULAC member Henry Rodriguez, who helped organize the first César Chávez march in San Antonio. The four community leaders encouraged the crowd to continue rallying for immigration reform and keep themselves educated on local issues.

With immigration reform stuck axle-deep in the federal mud of Washington, more than 100 citizens and activists gathered Saturday at a town hall meeting to try to figure out how to give it a little push.

The message was anything but subtle: “President Obama: Sign an Executive Order Now. Stop Deportations and Family Separations,” read the large sign hung in the parish hall of Immaculate Conception Church deep on the West Side.

Among the speakers and organizers was Jaime Martinez. Among the 10 panel members were U.S. Rep. Lloyd Doggett, D-Austin, former Mayor Henry Cisneros and former District 5 Councilman Bernardo Euresti.

Doggett, whose lavish introduction provoked a quick round of “Si se puede,” walked the crowd through the last two years of congressional failure to act on immigration reform, and said there is no relief in sight.

Lloyd Doggett attended the Texas AFL-CIO Legislative conference on February 22, 2011. They were in the Sheraton hotel in downtown Austin. Prior to his general presentation, Doggett met with 25 union retiree leaders separately. Tony Padilla, Executive Board member of the Texas Alliance for Retired Americans, organized the meeting. Carol Yoontz and Gene Lantz, also Board Members, were in the group. Lantz explained the importance of forming TARA chapters while waiting for the Congressman. Representative Doggett went over the Republicans' attempts to take away Social Security and other retieree benefits. He also called attentkon to the ongoing redistricting in Texas. He said that the U.S. Supreme Court has effectively eroded away all legal obstacles to partisan redistricting, usually called "gerrymandering," except for our rights retained from the 1965 Voting Rights Act. "They could make my district shaped like a pretzel," he said. Like several other speakers, Doggett indicated that simple legislative remedies are outside the reach of progressive Texans under the present regime because of the Republicans' sweeping victories in the 2010 elections. Building public support for justice and fairness is our main hope. As the after-lunch speaker, Doggett reminded all 200 AFL-CIO delegates that the financial crisis had been avoidable and was the direct result of Wall Street greed. Doggett drew several standing ovations.

The Austin Chapter of Texas Alliance for Retired Americans held one of the 90 nationwide celebrations of the 50th anniversary of Medicare/Medicaid on July 25, 2015.

Congressman Lloyd Doggett joined a program of luminaries, music, and information all designed to fortify our movement to defend and expand this important health insurance program. The President of the Texas AFL-CIO, John Patrick, joined Doggett on the platform. At least 125 people attended. Congressman Doggett asked the Austin Chapter to make it an annual event!

We had a terrific event on Saturday. We have put Austin TARA on the Austin/Central Texas political and advocacy map! Over 147 people attended the event which means we met our goal of 150! In part due to Congressman Doggett's great reputation, we brought in many new faces. We went well beyond the TARA contact list for this event.

We built stronger ties with labor groups through this event. At least 8 unions or CLC and Building trades council contributed $. One key to turnout was our list of over 30 endorsing organizations. Most of the endorsing organizations sent at least 1 or 2 and some brought as many as 8 to 10. Austin DSA got 10 members there and TSEU brought the most with at least 12 or more. Congressman Doggett's staff was another factor, - they did a letter to constituents and sent emails and did press for us in addition to our own efforts.

COOL vote

August 2015, National Farmers Union (NFU) President Roger Johnson called the recent vote in the U.S. House of Representatives to repeal Country-of-Origin Labeling (COOL) a “disappointing, knee-jerk overreaction” and urged the U.S. Senate to continue its thoughtful handling of the World Trade Organization (WTO) dispute. Johnson also noted that NFU will work with Congress on a clear path forward that will both resolve the WTO dispute and continue to provide consumers with accurate information about the origin of their food. “The House leadership is not interested in any reasonable solutions and blocked all amendments.” Johnson noted that in past disputes, WTO members found ways to work together to arrive at a resolution that worked for all parties. “Unfortunately, today’s action by the U.S. House of Representatives does not work towards a resolution that maintains the integrity of COOL and satisfies WTO obligations. “We call upon the U.S. Senate to avoid the rush to judgment demonstrated by the House today and work with COOL supporters on a viable alternative that will finally bring this long process to closure,” he said. Johnson said family farmers and ranchers across the country appreciated the work of: Reps. NIAC Action Commends Resolution on JCPOA

July 16 2019 Washington DC – Moments ago, Reps. Barbara Lee, Jan Schakowsky, and David Price introduced a resolution calling for the United States to return to compliance with the Joint Comprehensive Plan of Action (JCPOA), or Iran deal, from which President Trump withdrew in May 2018.

In response, NIAC President Jamal Abdi issued the following statement:

“Donald Trump’s decision to abandon the Iran nuclear deal has put the U.S. on the brink of war with Iran and threatened to undo the hard won constraints against Iran’s nuclear program. Thankfully, many Members of Congress recognize that there is no military solution to the present crisis, and that the best way to de-escalate is for the U.S. to return to compliance with the nuclear deal. Representatives Lee, Schakowsky and Price should be commended for their years of leadership in advancing peace and diplomacy, including by introducing this important resolution.

“There remains strong political will in Congress to restore U.S. credibility and engage Iran diplomatically–despite Trump and Bolton’s push for war. For Members of Congress and Presidential contenders, it is good and important to call out Trump’s dangerous moves that have taken us to the brink of war. Condemning the Government of the Philippines for its continued detention of Senator Leila De Lima, calling for her immediate release, and for other purposes.

Whereas extrajudicial killings perpetrated by the Government of the Philippines as part of a Government-directed antidrug campaign present the foremost human rights challenge in the Philippines;

Whereas the Department of State’s 2017 Human Rights Report notes numerous human rights concerns, including the persecution of human rights defenders and the detention of political prisoners in the Philippines, stating, “The most significant human rights issues included: killings by security forces, vigilantes and others allegedly connected to the government, and by insurgents; torture and abuse of prisoners and detainees by security forces; often harsh and life threatening prison conditions; warrantless arrests by security forces and cases of apparent government disregard for legal rights and due process; political prisoners; killings of and threats against journalists; official corruption and abuse of power; threats of violence against human rights activists; violence against women; and forced labor.”;
