Super Typhoon “Noru” leaves 8 fatalities in the Philippines, landfall in Vietnam expected on September 28 near Da Nang

The number of fatalities caused by the passage of Super Typhoon “Noru” over the Philippines on September 25, 2022, rose to 8 on September 27. The typhoon is now approaching central Vietnam, with landfall expected near Da Nang, Vietnam early September 28 (UTC).

  • Weather authorities in Vietnam said Noru is expected to be similar to Storm Xangsane which hit central Vietnam in September 2006, leaving 76 people dead and missing, nearly 350 000 houses and 1 000 vessels sunk or damaged.

The Philippines National Disaster Risk Reduction and Management Council (NDRRMC) said on Tuesday morning, September 27, that it has received reports of at least 8 fatalities from Super Typhoon “Noru” – known as Karding in the Philippines.

These deaths include 5 rescuers in Bulacan, 2 people in Zambales, and 1 victim in Quezon. Earlier Tuesday, NDRRMC put the death toll at nine.

Three people are also reported missing in Mercedes, Camarines Norte.1

In an initial assessment, the Department of Agriculture (DA) pegged Karding’s damage to agriculture at 141 million PHP ($2.4 million USD).2

Damage and losses have been reported in the Cordillera Administrative Region, Ilocos Region, Central Luzon, and Calabarzon, with a volume of production loss of 5 886 metric tons and 16 229 ha (40 100 acres) of agricultural areas.

Affected commodities include rice, corn, and high-value crops. Additional damage and losses are expected, the DA said.

Noru reintensified after exiting the Philippines and entering the warm waters of the East China Sea.

At 06:00 UTC on September 27, its center was located about 950 km (590 miles) west of Manila, Philippines.

Maximum 10-minute sustained winds were at 155 km/h (100 mph), with gusts up to 220 km/h (140 mph), while maximum 1-minute sustained winds were at 230 km/h (145 mph).

The minimum central barometric pressure was 950 hPa, and the system is moving west toward central Vietnam at 15 km/h (9.2 mph).

Noru is still anticipated to be a very strong typhoon when it crosses the coast in the vicinity of Da Nang, Vietnam around 03:00 UTC on September 28, JTWC forecasters said at 09:00 UTC on September 27.3

Once ashore, the system will rapidly weaken due to frictional effects of the rugged terrain and ultimately dissipate over northeastern Thailand by 09:00 UTC on September 29.

Thousands of people in Quang Nam and Quang Ngai Provinces were evacuated to safety on Tuesday morning.

The Vietnamese aviation authorities announced to close five more airports in the central region and the Central Highlands from Tuesday to Wednesday, September 28, after closing five others in the region the previous night.4

Quang Nam Province has let all workers leave their office from Tuesday noon.

Nguyen Van Phuong, chairman of Thua Thien-Hue Province, has ordered all wet markets to stop operation from 15:00 LT today, while industrial parks must have workers stay for Tuesday night.

In Binh Dinh Province, militiamen have been sent over to help local people reinforce their houses, including placing sandbags on the roof.

“This is a strong storm with an unpredictable route and therefore, we are not to let our guard down,” the provincial chairman Pham Anh Tuan said.

Phu Yen Province has ordered farmers to remove all of their seafood farming rafts to safety before 16:00 LT today.

Noru is expected to drop up to 400 mm (16 inches) in central and Central Highlands regions from Tuesday afternoon (LT) to Wednesday.5

Between 250 and 400 mm (100 – 16 inches) of rainfall is expected in Da Nang and the provinces of Quang Tri, Thua Thien-Hue, Quang Nam, Quang Ngai, and Kon Tum; 100 to 300 mm (4 – 12 inches) in Quang Binh, Binh Dinh, and Gia Lai.

From Wednesday to Friday, the rainfall is expected to expand towards the northern parts of the central region; as well as the southern parts of the northern region.

Da Nang, Quang Nam, and Quang Ngai have sounded natural disaster alarms at the highest levels.
