Update: Stellenbosch University's Response to the Khampepe Report

Subsequent to the engagement sessions with the broad spectrum of our internal stakeholder groups over the last few weeks, we are now well on our way to rolling out the structures that will focus on the recommendations of the Khampepe Commission.
 
As announced earlier this year during the Staff Assembly, in response to the Khampepe Report, the Stellenbosch University Rectorate has established a structure that is aimed at developing implementable proposals.
 
The Committee for the Institutional Response to the Commission’s Recommendations (CIRCoRe) will have its inaugural meeting on Thursday, 20 April 2023. I am glad to report that the CIRCoRe committee and its membership have been constituted and members for the various workstreams have also been appointed.
 
A CIRCoRe Coordinating Office headed by myself, Prof Aslam Fataar, will keep the various dimensions of the process together, while the CIRCoRe as the central committee structure, headed by the Rector, with the Deputy-Vice Chancellor for Social Impact, Transformation and Personnel as secundus, will coordinate and monitor the Khampepe Institutional Response.
  
CIRCoRe’s mandate

Against the backdrop of transformation as an institutional priority, CIRCoRE aims to develop urgent short-term proposals for immediate implementation. A medium and longer term implementation approach will also be pursued based on the complexity of organisational change and the need to embed such change within the operational culture of the institution. The recommendations of the response process will be fed directly to the Rectorate for consideration and implementation.
 
The CIRCoRe process is aimed at giving further momentum and impetus to SU’s transformation agenda and should in no way be regarded as an add-on that disregards the existing transformational structures of the University. Our approach is that it will seek to enhance the work of said structures and a coordinated and phased implementation approach will be followed. CIRCoRe will also frequently report to the Rectorate, Senate, Council and Institutional Forum.
 
Workstreams

The Khampepe Report’s findings and recommendations are divided into five workstreams. Seventy-five University members have accepted an invitation by the Rectorate to serve on the respective workstreams. Membership is based on stakeholder and student representation, diversity, and requisite academic and higher education development expertise.
 
The first workstream concentrates on Student Life/Communities. Headed by Prof Ronelle Carolissen, this workstream will concentrate on the entire spectrum of student life. It will develop proposals to align the practices of all University environments responsible for facilitating an inclusive student experience at the University.
 
The second workstream focuses on the recommendation to introduce a compulsory core curriculum offering. Prof Lis Lange, Senior Advisor: Learning and Teaching, heads this workstream, which will concentrate on intentionally teaching all our students the Constitutional values of human rights, non-racialism, dignity and respect.
 
The third workstream, headed by Prof Kopano Ratele, focuses on aligning the University’s institutional culture with a democratic human rights ethos. This workstream will focus on the interaction between the complex transformation infrastructure, including the legal, policy and regulatory dimensions, and the softer aspects of the institution’s functioning.
 
The fourth workstream on Race, Human Categorisation and Science, headed by Prof Dion Forster, will assist SU to re-imagine its academic work within a democratic society.
 
The fifth and final workstream will focus on simplifying and aligning University structures, policies and regulations to deal more effectively with transformation matters. Dr Leslie van Rooi heads this workstream.
 
A full-day CIRCoRe and workstream workshop will be held on 13 May 2023, where a comprehensive road map and deliverables for each workstream and the overall process will be developed.
 
Consultation process

As indicated earlier, there has been broad consultation with University stakeholders about the remit, scope, processes and potential outcomes of the CIRCoRe process. The following structures were consulted: Senate and Institutional Forum, Council, Social Impact and Transformation Office, the Institutional Transformation Committee, Student Representative Council and student leadership, Staff Assembly, Visual Redress Committee, the General Managers Meeting, Deans’ Forum, and the transformation-related functional units.  
 
These meetings outlined the co-ownership, representative and inclusive approaches that inform CIRCoRe’s work.
 
CIRCoRe’s work has begun with a sense of dedication and an appreciation of the complexity of the task ahead.
 
It is important to stress from the outset that the Constitutional values of respect and dignity are at the core of our transformation project and co-ownership of this response is essential for moving the University toward becoming a fully welcoming, inclusive and co-owned institution.

Jongste oor die Universiteit Stellenbosch se reaksie op die Khampepe-verslag

Na afloop van die deelnamesessies met ons interne belanghebbergroepe oor ’n breë spektrum die afgelope paar weke, is ons nou goed op dreef om die strukture van stapel te laat loop wat op die aanbevelings van die Khampepe-kommissie sal fokus.
 
Soos vroeër vanjaar by die Personeelbyeenkoms aangekondig is, het die Rektoraat van die Universiteit Stellenbosch (US) in reaksie op die Khampepe-verslag ’n struktuur geskep om implementeerbare voorstelle te ontwikkel.
 
Die Komitee vir die Institusionele Reaksie op die Kommissie se Aanbevelings (CIRCoRe) hou Donderdag 20 April 2023 sy stigtingsvergadering. Ek is bly om te kan sê die CIRCoRe-komitee en sy lede is gekonstitueer en die lede van die verskillende werkstrome is ook aangestel.
 
Ek, prof Aslam Fataar, staan aan die hoof van die CIRCoRe-koördineringskantoor en sal toesig hou oor die verskillende dimensies van die proses, terwyl die CIRCoRe as sentralekomiteestruktuur, met die Rektor aan die stuur en met die Viserektor: Sosiale Impak, Transformasie en Personeel as sekundus, die institusionele reaksie op die Khampepe-verslag sal koördineer en monitor.
 
CIRCoRe se mandaat

CIRCoRe se doel is om teen die agtergrond van transformasie as ’n institusionele prioriteit dringende korttermynvoorstelle vir onmiddellike inwerkingstelling te ontwikkel. ’n Middellangtermynbenadering sal ook ondersoek word op grond van die ingewikkeldheid van organisatoriese veranderinge en die behoefte om hierdie veranderinge binne die bedryfskultuur van die instelling in te bed. Die aanbevelings van die reaksieproses sal direk na die Rektoraat gaan vir oorweging en implementering.
 
Die CIRCoRe-proses is daarop gemik om verdere momentum en stukrag aan die US se transformasieagenda te bied en moenie as ’n byvoeging beskou word wat die bestaande transformasiestrukture van die Universiteit verontagsaam nie. Ons benadering is dat hierdie proses die werk van die bestaande strukture sal versterk en ’n gekoördineerde en gefasseerde implementeringsbenadering sal gevolg word. CIRCoRe sal ook gereeld aan die Rektoraat, Senaat, Raad en Institusionele Forum verslag doen.
 
Werkstrome

Die bevindings en aanbevelings van die Khampepe-verslag is in vyf werkstrome verdeel. Altesame 75 Universiteitslede het die Rektoraat se uitnodiging aanvaar om in die onderskeie werkstrome te dien. Lidmaatskap is gegrond op belanghebber- en studenteverteenwoordiging, diversiteit en die vereiste akademiese kundigheid en kennis van hoëronderwysontwikkeling.
 
Die eerste werkstroom konsentreer op Studentelewe/gemeenskappe. Dié werkstroom, met prof Ronelle Carolissen aan die stuur, sal op die hele studentelewespektrum konsentreer. Dit sal voorstelle ontwikkel wat belyn is met alle Universiteitsomgewings wat vir die fasilitering van ’n inklusiewe studente-ervaring by die Universiteit verantwoordelik is.
 
Die tweede werkstroom fokus op die aanbevelings om ’n verpligte kernkurrikulumaanbod te ontwikkel. Prof Lis Lange, Senior Adviseur: Leer en Onderrig, lei hierdie werkstroom, wat daarop sal fokus om ons studente doelbewus in die Grondwetlike waardes van menseregte, nierassigheid, waardigheid en respek te onderrig.
 
Die derde werkstroom, met prof Kopano Ratele aan die stuur, fokus op die belyning van die Universiteit se institusionele kultuur met ’n demokratiese menseregte-ingesteldheid. Hierdie werkstroom sal op die wisselwerking tussen die ingewikkelde transformasie-infrastuurktuur, wat die regs-, beleids- en regulerende dimensies insluit, en die sagter aspekte van die instelling se funksionering fokus.
 
Die vierde werkstroom oor ras, menslike kategorisering en wetenskap, gelei deur prof Dion Forster, sal die US help om sy akademiese werk binne ’n demokratiese samelewing te heroorweeg.
 
Die vyfde en laaste werkstroom sal op die vereenvoudiging en belyning van die Universiteit se strukture, beleide en regulasies fokus ten einde transformasiekwessies meer doeltreffend te kan hanteer. Dr Leslie van Rooi sal hierdie werkstroom lei.
 
’n Daglange CIRCoRe- en werkstroomwerksessie word 13 Mei 2023 gehou waar ’n omvattende padkaart en lewerbare doelwitte vir elke werkstroom en die algehele proses ontwikkel en bepaal sal word. 
 
Konsultasieproses

Soos reeds daarop gedui is, is daar wyd met die Universiteit se belanghebbers gekonsulteer oor die terugverwysing, omvang, prosesse en moontlike uitkomste van die CIRCoRe-proses. Die volgende strukture is gekonsulteer: Senaat en Institusionele Forum, Raad, Sosiale Impak- en Transformasiekantoor, die Institusionele Transformasiekomitees, Studenteraad en studenteleierskap, Personeelbyeenkoms, Visuele Regstellingskomitee, die Algemene Bestuurdersvergadering, die Dekaansforum en die transformasieverwante funksionele eenhede.
 
Hierdie vergaderings het die mede-eienaarskap, verteenwoordigende en inklusiewe benaderings uiteengesit wat rigting gee aan CIRCoRe se werk.
 
CIRCoRe se werk het afgeskop met ’n sin van toewyding en ’n begrip vir die ingewikkeldheid vir die taak wat voorlê.
 
Die is belangrik om uit die staanspoor te beklemtoon dat die Grondwetlike waardes van respek en waardigheid die kern van ons transformasieprojek uitmaak en mede-eienaarskap van hierdie reaksie is noodsaaklik om die Universiteit te stuur om ten volle ’n instelling te word wat verwelkomend en inklusief is en waar mede-eienaarskap aan die orde van die dag is.

Umyalelo weCIRCoRe

Ngokuchasene nemvelaphi yenguqu njengento ephambili kwiziko, iCIRCoRE ijolise ekuphuhliseni izindululo zexesha elifutshane ezingxamisekileyo ukuze ziphunyezwe ngokukhawuleza. Indlela yokuphumeza ixesha eliphakathi nelide nayo iya kulandelwa ngokusekelwe kukuntsonkotha kotshintsho lwentlangano kunye nesidingo sokuzinzisa olo tshintsho kwinkcubeko yokusebenza yeziko. Izindululo zenkqubo yokusabela ziya kuhanjiswa ngqo kwiSigqeba soLawulo ukuze ziqwalaselwe kwaye ziphunyezwe yiSinethi, iBhunga kunye neForam yeZiko.

Izintlu zemisebenzi

Iziphumo kunye nezindululo zeNgxelo kaKhampepe zahlulwe zaba zizintlu zokusebenza ezintlanu. Amalungu eYunivesithi angamashumi asixhenxe anesihlanu asamkele isimemo sesiGqeba soLawulo sokuncedisa kwiindlela zokusebenza ezifanelekileyo. Ubulungu busekelwe kumelo lwabathathinxaxheba kunye nabafundi, iyantlukwano, kunye nobungcali obufunekayo kwizifundo kunye nophuhliso lwemfundo ephakamileyo.

Uluhlu lokuqala lomsebenzi lugxila kuBomi baBafundi/boLuntu. Ngokukhokelwa nguNjingalwazi Ronelle Carolissen, olu luhlu lomsebenzi luza kugxininisa kuwo onke amabakala obomi bomfundi. Iza kuphuhlisa izindululo zokulungelelanisa iinkqubo zazo zonke iindawo zeyunivesiti ezinoxanduva lokuququzelela amava aquka abafundi eYunivesithi.

Umsebenzi weCIRCoRe uqale  ngemvakalelo yokuzinikela kunye nokuxabisa ukuntsonkotha komsebenzi ongaphambili.

Kubalulekile ukugxininisa kwasekuqaleni ukuba iinqobo zoMgaqosiseko zentlonipho nesidima zingundoqo weprojekthi yethu yenguqu kunye nobunini bokubambisana ngale mpendulo kubalulekile ekuqhubeleni iYunivesithi ukuba ibe liziko elamkelekileyo,  eliqukayo nelisebenzisanayo.
