SUMMARY

The session highlighted varied presentations show casing strategies and interventions targeting to reach those who are left behind in the HIV/AIDS epidemic by using integrated implementation strategies, incentives and community-based methods.

HIGHLIGHTS

Stella Muyano Kamena presented an integrated HIV implementation to increase uptake of testing and accelerate HIV case finding and early diagnosis and treatment for non communicable diseases (NCDs) in Katanga. Health facilities screened for NCDs first before HIV. She highlighted the intervention successfully brought more males (57%) of the total 2,860 participants. However, HIV prevalence was higher among women at 13% compared to males 12%. Helen Mebrahtu focused on a child wellbeing outcomes study among 989 children affected by HIV enrolled in community-based organizations in South Africa and Malawi. The assessment used ‘five hypothesised protective factors including food security, cash grant, positive parenting, living in a safe community and community acceptance.’ The outcomes were drawn from the Sustainable Development Goals. Conclusion showed combined protective factors were associated with greater improvements in child outcomes. Gabriel Sampaio Morais’ s presentation was centered on Brazil’s conditional cash transfer program- ‘Bolsa Familia Programme for poor households.’ The conditions of the cash transfers included keeping the children in school and being accompanied to health units. The evaluation of the impact of BFP programme on AIDS incidence rates, hospitalizations and mortality indicated the incentives and conditionalities contributed to reduced AIDS incidence rates, hospitalizations and mortality.

CRITICAL ASSESSMENT

Evidence from the session highlight efforts being undertaken to reach and support some groups lagging in meeting UNAIDS targets to bridge gaps in meeting the goals. The success of the programs, for example the integrated intervention from Congo in attracting more men for HIV testing underscores the importance of implementing targeted strategies to meet different needs of people.
