Wave Energy Scotland (WES) is a wholly owned subsidiary of Highland and Islands Enterprise and is taking an innovative approach to supporting the commercialisation of the wave energy sector until the technical and commercial risks are low enough for the private sector to re-enter the sector.
WES, established by the Scottish Government in 2014, has committed almost GBP 39million to 86 projects across the sector, in areas which have been prioritised as requiring the most development and/or having the most impact on the future cost of energy.

II.2.4) Description of the procurement
WES is exploring options for the design and development of a system which will allow rapid connection/disconnection of a wave energy device from its moorings and/or electrical system. The connection system and method would aim to reduce the time and cost of installation and marine operations relating to a wave energy project.
Technology transfer from other sectors is welcomed where solutions to similar challenges may have already been addressed.
This Notice mainly relates to a potential funding Call based on the recommendations of two projects completed on behalf of Wave Energy Scotland in 2018. Details on a potential exercise relating to the potential procurement of external experts is also included.
Further details have been provided in the additional document attached to this Notice.

Please note that this PIN is not a call for competition. Should WES decide to progress with any of the procurement exercises, a Contract Notice will be published, at a future date, in the Official Journal of the European Union and/or on the Public Contracts Scotland portal.
This PIN mainly relates to the potential procurement of R&D services and therefore the R&D element is, accordingly, exempt from the requirements of The Public Contracts (Scotland) Regulations 2015. This Notice is, therefore, published in the OJEU on a voluntary basis.

Reason – WES now estimate the Contract Notices relating to the Call and Assessors will be published earlier than originally anticipated ie in late July/August rather than November as previously indicated. WES are hosting a brokerage event on Wednesday 14th August 2019 at the Technology Innovation Centre (TIC) Glasgow. It is currently expected this will take place between 9am and 4pm with lunch provided. In order to accommodate those who cannot attend on the day, any presentations (along with questions and answers) will be live streamed as well as recorded and shared on PCS. A dedicated B2Match website will soon be available on the WES website (www.waveenergyscotland.co.uk) and this will also provide details on the precise arrangements for the day. |

The Quick Connection Systems call is now live, see the contract notice at https://www.publiccontractsscotland.gov.uk/search/show/search_view.aspx?ID=JUL361298. All the necessary documentation for this competition can be downloaded through PCS. The documentation will be available to registered users of PCS who have also recorded an interest.
