Authorities have charged a man who they believe abandoned two dogs in a crate near floodwaters in Dallas County, according to online court documents. A Dallas County conservation officer found the Maltese dogs on March 14 in a wire crate near the Puckerbrush Boat Ramp. There was no food or water with the animals. The area was closing due to rising floodwaters, according to a criminal complaint. Police said in charging court documents that 41-year-old Kyle Hess, of Waukee, admitted to abandoning the dogs, which were then taken to AHeinz57 Pet Rescue and Transport for recovery. The dogs were scared but did not appear to be in horrible condition, said Debi Hawk, with AHeinz57. Hess was charged with abandonment of cats and dogs.
