The role of Independent Person was established a number of years ago, so that someone who is not involved in the Council (as a Councillor or an employee) can be asked for their views about complaints about Councillors.

How Councillors behave is important - Councillors must comply with a Code of Conduct and allegations that they have failed to do so can lead to an investigation and a hearing by a Council Committee.

After a complaint is received the Monitoring Officer will contact the Independent Person and ask for their views. This will also happen when an investigation is completed. The Independent Person will be expected to read complaint forms, statements, investigation reports and other associated documents.

Most of the work is dealt with by email/remote liaison, but the Independent Person will also be invited to attend the hearing committee convened to hear the complaint, although it may be possible for views to be given in writing instead.

The Independent Person will also be consulted if there is a proposal to dismiss one of the Council's statutory officers.

Training will be given and an annual allowance of £900 is paid.
