Flagship Programs

Nine priority areas critical for the people were identified as flagship programs, aside of the 12th Five Year Plan. A project implementation unit at respective agencies coordinate with the flagship secretariat under the Gross National Happiness Commission. The progress of each program is reported to the Prime Minister’s Office. The flagship programs include Health, Education, Digital Drukyul, Water, Organic Bhutan, Startup and CSI, Tourism, Waste management and Footprints of National Day.

    • One Digital Identity: Digital identity, biometrics and digital signature
    • Government Initiated Network: 1,000 government offices, schools and hospitals and five rings in backbone network to be connected
    • ICT Capacity and Capability: ICT professionals’ certification and digital literacy for non- ICT
    • Budget – Nu 2.557 billion
    • Promoting growth of a vibrant, sustainable startups and CSI
    • Expand export base and reduce imports
    • Yield job prospects and encourage creativity
    • Budget – Nu 1.2 billion
    • Increase contribution of tourism to national economy and rural livelihoods
    • Regional, equitable and balanced spread of tourism to all parts of country
    • Deconstruct “seasonal” tourism
    • Promote Bhutan as an exclusive destination, guided by the vision “high value, low volume”
    • Create employment opportunities in tourism and hospitality sector
    • Budget – Nu 1.5 billion
    • Tapping on Bhutan’s natural soil, taking organic production to commercial scale
    • Target potential international markets for further socio-economic development
    • Broaden generation of employment opportunities in agriculture sector
    • Budget – Nu 1 billion
    • Prevention, early screening and detection of three cancers: gastric, cervical and breast
    • Introduce medical camps in communities
    • Subsequent narrowing of gap between the primary and secondary healthcare system
    • Budget – Nu 1.3 billion
    • Adopting ICT as third language in schools
    • Equipping and engaging students throughout the country with ICT skills from early stages
    • Initiate ‘digital movement’ to improve the digital literacy of the population
    • Budget – Nu 1 billion
    • Design end-to-end source reduction of waste
    • Introduce color-coded waste bins for all households for efficient waste segregation
    • Private sector partnership in recycling and converting waste into earnings
    • Control and manage stray dog population
    • Budget – Nu 1 billion
