II.2.4) Description of the procurement

Contracts will be between NHS Golden Jubilee and winning participants. Phase 1 is allocated 60,000 GPB inclusive of VAT for a maximum of 4 projects. Phase 1 projects can range in size up to a total cost of 15,000 GPB inclusive of VAT.

This open innovation challenge focuses on several key aspects of care of children and young people with asthma (5 to 18 years of age) - Further details can be found in the additional documents accompanying this notice.

The aim of this competition is to provide an opportunity for organisations working in partnership with NHS Scotland, to develop disruptive innovative solutions. These solutions will focus on the pro-active target management and prediction of asthma attacks in young people with asthma.

Your application must address the challenge and must address at least one of the themes below:

Challenge:

A new system that integrates with existing clinical systems and electronic health records to collect and process clinical data from the various sources (e.g., hospital, primary care, out of hours) to identify an individual at risk and then enable a response to change the outcomes for that individual.

Themes:

A) A way to understand more about individuals outside the conventional face to face or synchronous online consultation. Utilise novel methods of communication that suit children and young people of different ages and development stages.

B) A solution that utilises existing technology (e.g., apps, home monitoring devices) in an innovative way where collected data are used to inform the risk category for an at-risk individual.

Solutions must meet the primary workstream aspects as outlined in the accompanying documentation.

Phase 1: Technical feasibility studies means planned research or critical investigation to gain new knowledge and skills for developing new products, processes or services.

There is a potential Phase 2 planned with the expectation that 2 contracts are awarded, chosen from the successful phase 1 applicants, to develop a prototype and undertake field testing for up to 12 months. The total budget for phase 2 is 150,000 GPB. Phase 2 projects can range in size up to total costs of 75,000 GPB inclusive of VAT. At this stage contracts will be given for phase 1 only.

SHIP reserves the right not to award any contracts. SHIP are not committed to proceeding to Phase 2 whether or not the previous phases were successful.

SHIP gives no guarantee or warranty as to the nature, or number of projects funded.

To lead a project, you can:

- be any type of organisation of any size, registered in the UK, European Union (EU) and the European Economic Area (EEA) that can demonstrate a credible and practical route to market

- work alone or with others from business, research organisations, research and technology organisations or the third sector as subcontractors.

Contracts will be given to successful applicants. Contract terms and conditions are accessible as an additional document to this notice; "SBRI_ Authority Contract V7 Scotland - CLO 2 - FINAL"

Under current restrictions, this competition will not fund any procurement, commercial, business development or supply chain activity with any Russian and Belarusian entity as lead, partner or subcontractor. This includes any goods or services originating from a Russian and Belarusian source.

II.2.5) Award criteria

Price is not the only award criterion and all criteria are stated only in the procurement documents.

The total funding available for the competition can change. The funders have the right to:

- adjust the provisional funding allocations between the phases

- apply a ‘portfolio’ approach

- The Contractor shall effect and maintain with a reputable insurance company a policy or policies of insurance providing an adequate level of cover in respect of all risks which may be incurred by the Contractor, arising out of the Contractor's performance of the Agreement.

The Contractor shall hold employer's liability insurance in respect of staff in accordance with any legal requirement for the time being in force.

Contracts will be awarded to a single legal entity only. However, if you can justify subcontracting components of the work, you can engage specialists or advisers. This work will still be the responsibility of the main contractor.

Applications must have at least 50% of the contract value attributed directly and exclusively for R&D Services. R&D does not include:

- commercial development activities such as quantity production

- supply to establish commercial viability or to recover R&D costs

- integration, customisation, incremental adaptations and improvements to existing products or processes.

Bidders must demonstrate, in the application form and through any requested additional documentation, how they will meet each requirement set out in the documents accessible through this notice and how any deviations will be remedied. Note, it is not sufficient to simply state adherence, bidders must provide sufficient evidence to allow the bid assessment team to be satisfied each requirement will be met.
