Skill-Shares and Secondments

Skill-Shares and Secondments provide a direct mechanism to support partner countries in areas of strategic climate importance. We can provide a sustainable transfer of skills and build institutional capacity to help drive faster climate action where it is most needed.

Our partner countries have ambitious climate commitments, targets, and strategies to accelerate their transitions. Turning them into action can present challenges, so we are ready to support work in areas where the UK has experience and expertise to share. Experts working together can help to overcome some of these barriers, seize opportunities faster or 

drive more impact by increasing capacity, capability, and inspiring climate action. From targeted training programmes, to in-depth policy reviews, Skill-Shares and Secondments work with a roster of experts and public sector experts to provide advice and help strengthen capacities and knowledge across multiple sectors of climate mitigation.

What are Skill-Shares and Secondments?

 

Skill-Shares and Secondments aim to build institutional capacity to support transitions to a low carbon economy.

UK PACT’s Skill-Shares support partner countries by enabling the transfer of knowledge and building of core skills through peer-to-peer exchange.

UK PACT can also provide longer-term Secondments into key government institutions. Secondments offer the temporary transfer of staff via UK Government to UK PACT partner country governments, either through UK Government officials or local expertise being hired through the UK PACT programme.

How we work

Experts work together with key stakeholders based on demand directly emanating from partner countries to deliver targeted support in areas of greatest strategic importance. Skill-shares can be delivered virtually or include an in-person element.

  • Skill-shares are based on the context-specific needs of our partner countries and so will vary considerably in scope and in length, lasting between one day and six months.
  • Secondments provide full time capacity-building support that will typically last from 6 months to 2 years.

Who are our roster experts and what are our areas of expertise?

The UK Government has partnered with PA Consulting Services to deliver Skill-Shares under the UK PACT (Partnering for Accelerated Climate Transitions) programme, funded by the UK International Climate Finance.

With over 200 experts with expertise in multiple sectors. From large companies, SMEs and academic institutions, our roster includes policy makers, financial experts, lawyers, programme managers, engineers, academics and consultants. Many have experience working in low and middle-income countries, including the UK PACT’s priority countries.

Our experts bring their specific technical and commercial knowledge and expertise to the programme. Many also have foreign language skills which will assist them in communicating and sharing best practice while working with partner countries to achieve their net zero ambitions.

Who are our public sector partners and what are their areas of expertise?

Alongside the experts roster, UK PACT Skill-Shares and Secondments has also developed partnerships with public sector organisations in the UK to enable sharing of the deep expertise with partner countries.

These partnerships enable organisations to provide expert advice and skill-share support where there is government demand for it.

Net Zero Strategy directorate (BEIS), in the UK Government's Department for Business, Energy and Industrial Strategy (BEIS), is responsible for central co-ordination on Net Zero policy and delivery of the Climate Change Act, including setting Carbon Budgets and governance on Net Zero.

Ofgem is Great Britain’s (GB) Office of Gas and Electricity Markets, an independent regulatory agency. Their objective is to protect GB energy consumers now and in the future by working to deliver a greener, fairer energy system.

The Climate Change Committee (CCC) is the UK (and devolved) Government’s independent advisers on climate change, established under the Climate Change Act 2008. They provide expert recommendations and scrutiny on the Governments actions to reduce emissions and adapt to the impacts of climate change.
