HQ19NF683 – Procurement of service providers for the provision of post hoc quality assessment (PHQA) services

 

Background

  1. The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, delivering food assistance in emergencies and working with communities to improve nutrition and build resilience. Each year, WFP assists some 86.7 million people in around 83 countries.
  2. WFP has an independent Office of Evaluation (OEV) based at its headquarters in Rome, Italy. OEV contributes to WFP being fit for purpose by providing its decision-makers and all stakeholders with independent assessment of results for accountability and learning to inform policy, strategic and programmatic decisions.
  3. Within its responsibilities and as set out in WFP’s Evaluation Policy, OEV ensures that all completed evaluation reports are independently assessed by a panel of reviewers against predefined standards, with results reported in the annual evaluation report contributing to high quality and credible evaluations.  OEV calls this the Post Hoc Quality Assessment (PHQA).
  4. OEV launched the PHQA in 2016 to assess both centralized evaluations managed by the Office of Evaluation (Corporate Emergency Evaluations (CEE), Country Portfolio Evaluation (CPE), Strategic Evaluations (SE), and Policy Evaluations (PE)) and decentralized evaluations managed by regional bureaus, country offices and HQ divisions. During that time the number of evaluations has varied with 22 evaluation reports in 2016, 17 evaluation reports in 2017, 32 evaluation reports in 2018, and an estimated 25 reports in 2019. In addition, an initial PHQA template for impact evaluations was developed in 2017 and tested in 2018. In 2019 WFP launched its first Impact evaluation strategy, which foresees the conduct and publication of centralized and decentralized impact evaluations (approximately 5-10 per year in total).  
  5. The WFP Office of Evaluation wishes to engage one or more service providers for the provision of PHQA services through the setup of a Long-Term Agreement with two lots:
    1. Lot 1 for the provision of PHQA services for Corporate Emergency Evaluations (CEE), Country Strategic Plan Evaluations (CSPE), Strategic Evaluations (SE), Policy Evaluations (PE) and Decentralized Evaluations (with the exception of Impact Evaluations)
    2. Lot 2 for the provision of PHQA services for centralized and decentralized Impact Evaluations. 

 

  1. The responsibilities for Lot 1 will include:
    1. the review and revision of the current PHQA templates, including the update of the guidance for reviewers on the PHQA process and use of the templates
    2. an independent quality assessment of WFP evaluation reports, comprised of a detailed assessment and a summary assessment for each evaluation report
    3. the assessment of the evaluation reports’ degree of gender integration as part of the UN System Wide Action Plan on Gender Equity and Empowerment of Women (UN-SWAP).
    4. an Annual Post-Hoc Quality Assessment Report (APSR) which provides a meta-analysis of the external assessments conducted.
  2. The responsibilities for Lot 2 will include:
    1. the review and revision of the current PHQA templates, including the development of a short guidance for reviewers on the PHQA process and use of the templates, in line with best practices for impact evaluation, and experimental and quasi-experimental social science research
    2. an independent quality assessment of WFP impact evaluation reports comprised of a detailed assessment and a summary assessment for each evaluation report.
    3. the assessment of the evaluation reports’ degree of gender integration as part of the UN System Wide Action Plan on Gender Equity and Empowerment of Women (UN-SWAP)
    4. an Annual Post-Hoc Quality Assessment Report (APSR) which provides a meta-analysis of the external assessments conducted. 
  3. The LTA will have a duration of 3 years.
  4. Selected service providers may be called to provide PHQA services for a period of 1 year or more. It is intended that the contract would commence in May 2020 and cover calendar years 2020 to 2023. WFP invites eligible suppliers to submit an expression of interest in providing the External Quality Assessment evaluation services. Eligible suppliers may submit an expression of interest for one of the two lots or for both lots.

The purpose of this EOI

  1. The purpose of this request for EOI is to identify suppliers with verified technical capacity, including a panel of reviewers with the required expertise to provide PHQA services. Eligible suppliers will be invited to participate in the bidding process for the proposed tender.
  2. Eligibility to participate in the proposed tender will be determined based on a number of pre-qualification criteria, listed under Annex 2, Supplier Competencies / Capacities.
  3. After the deadline for submission of responses has passed, WFP will evaluate responses received and will notify eligible participants of the outcome of the evaluation.

 

How to prepare and submit your Expression of Interest

  1. In order to participate in the pre-qualification exercise, service providers are required to provide the following:
  • Statement of interest in being considered to provide PHQA services, including a short summary of experience in the provision of the required services and background information on the service provider. The statement of interest should clarify whether the service provider is interested in Lot 1, Lot 2 or both Lots.
  • Annex 1, Annex 2, Annex 3 and Annex 4
  • Up to 3 CVs of senior staff who would lead the project on behalf of the service provider
