THE MUNICIPAL SPATIAL DEVELOPMENT FRAMEWORK SUPPORT TOOLKIT

This toolkit is a collection of resources, guidelines, practice notes, and training material that has been collated in support of the development of MSDF’s. These resources can be used by municipal spatial planners and their consultants to develop MSDF’s.

Background 

Each municipality in the Western Cape must compile a MSDF and adopt it as a core component of its Integrated Development Plan, guided by the Municipal Systems Act, 2000 (Act No. 32 of 2000), the Spatial Planning and Land Use Management Act, 2013 (Act No. 16 of 2013), the Western Cape Land Use Planning Act, 2014 (Act No. 3 of 2014), and its Municipal Land Use Planning By-law.  An MSDF is a key long-term development planning tool that guides all infrastructure-, land use- and development planning within a municipal area. The MSDF Support Toolkit has been designed to provide municipal planners with access to various resources that will make the development, amendment, or review of their MSDF more efficient.

The MSDF Support Toolkit

The MSDF Support Toolkit includes a range of resources and tools, including:

• A terms of reference for the development of a MSDF and Capital Expenditure Framework (CEF.
• A MSDF Resource Handbook that provides a summary of the extensive array of spatial and non-spatial information, data, and intelligence that is used in the development of MSDFs. This reference list of the ‘best available information’ seeks to reduce time and resources spent on sourcing, securing, and summarising policies, and can be used to fast-track the development of the MSDF status quo report.
• A MSDF process checklist that can help a officials to determine the correct process to compile a MSDF.
• A set of MSDF guidelines and practice notes that relate to MSDF development, that will be added to over time, as the MSDF Support Programme gains momentum.
• A guideline setting out best practice in relation to maps and mapping standards in developing MSDF’s.
• The MSDF Support Programme and the latest MSDF status dashboards for the Western Cape (both updated annually).
• Training material relating to MSDF development.
• Various CEF resources, such as the COGTA CEF guideline, the CEF Practice Note, and minimum content that a MSDF must meet in order for a CEF to be developed.
• The Western Cape Government Spatial Economic Dashboard aimed at providing a spatial perspective on economic data at the settlement level. Its purpose is to enhance our understanding of how the economy operates spatially, to support the integration of spatial and economic planning. To start with, the dashboard uses SARS tax data, spanning from 2014 to 2022, and presents it at various scales such as suburbs, towns, municipalities, and districts. This allows for insights into the distribution of firms, jobs, income across sectors, space, and gender over time.

]Updates to the MSDF Support Toolkit

The MSDF Toolkit will be updated regularly with new resources and tools. To stay up to date, please visit the MSDF toolkit website at least annually to update your versions of the resources. Should you identify a gap, or new resource, please contact Allan Rhodes together with the resource you think will be helpful, for it to be added to the MSDF Support Toolkit.

The MSDF Support Toolkit is a valuable resource for municipal planners in pursuit of the development of realistic, intelligence rich and responsive spatial frameworks. It provides planners with the information and tools they need to develop an MSDF, ultimately improving the practice and usability of the MSDF as a spatial planning tool.
