A review of the relevance and effectiveness of the five-year action plan for health employment and inclusive economic growth (2017-2021)

Overview

The five-year action plan for health employment and inclusive economic growth (2017-2021) draws on the recommendations of the United Nations High-level Commission on Health Employment and Economic Growth and is delivered through the joint intersectoral Working for Health (W4H) programme in partnership with the World Health Organization (WHO), International Labour Organization (ILO) and Organization for Economic Cooperation and Development (OECD). Its objectives are to deliver workforce actions in alignment with national, regional, and global strategies and plans through Member State collaboration and multisectoral action by stimulating investment through informed policy change and supporting those countries where universal health coverage (UHC) is least likely to be realized. The action plan's governance structure was established in 2017, with a Multi-Partner Trust Fund (MPTF), operationalized in 2018. 

This independent review report was commissioned by WHO in November 2020, and conducted by the Institute of Tropical Medicine, Antwerp. It is aimed at Member States, development partners, key stakeholders, international financing institutions, and all other constituencies with a broad influence and interest in driving workforce driving the health workforce policy, advocacy and investment agenda. It’s findings consider the COVID-19 pandemic, the evolution of the health workforce agenda, and shifting economic policy priorities. The report presents policy options for the continuation of the W4H programme agenda in 2022 and beyond.
